About the Department

The primary purpose of the University Police Department is to provide a safe and secure environment for all university employees, students, and guests. Embracing the principles of community policing, the department works collaboratively with academic and administrative units, individuals, and organizations to further the mission of the University. The department delivers a comprehensive law enforcement program to provide the highest level of safety, security, and service for students, faculty, staff, and visitors, consistent with the laws of the Commonwealth and the policies of the University.

About the Role

The purpose of the Police Lieutenant is to exercise general police power within a specific jurisdiction to perform law enforcement, crime prevention, security, and related public safety functions while maintaining department standards in community outreach efforts. The position leads and directs staff and exercises supervisory responsibility over police officers and first-line supervisors. The job is considered Essential/Designated personnel and will be required to work a variety of schedules in a 24-hour, 7-day-a-week configuration, including nights, weekends, holidays, and during and following natural disasters and emergency situations. The Lieutenant position also provides training to others to meet competency and accreditation standards.

Responsibilities

• Manages Administrative and Operational Functions of Assigned Organizational Unit:
  • Manages administrative and operational functions of their assigned organizational unit and ensures compliance with laws, policies, and established standards of conduct.
  • Reviews and approves incident and crash reports for completeness, accuracy, probable cause, evidence, and statements; verifies validation and compliance with NIBRS.
  • Completes and/or ensures completion of shift duty reports with thorough detail and maintains accurate records.
  • Ensures written referrals are submitted in a timely manner to the Office of Student Conduct and/or support resources for incidents involving students, and to Human Resources for employee matters.
  • Complies with and maintains a working knowledge of the Clery Act; serves as a Campus Security Authority (CSA), providing written reports of all crimes as defined under the Clery Act.
  • Manages and coordinates scheduling, staffing levels, leave, and training requests; maintains appropriate staffing levels and updates work schedules.
  • Routinely inspects and accounts for equipment and vehicles; conducts roll calls and roll call training; facilitates communication across units.
  • Monitors budget/unit expenses for equipment, training, overtime, etc., and ensures responsible use of resources.
  • Maintains professional working relationships with university administration, law enforcement agencies, and other criminal justice system elements.
  • Serves as liaison with the clerk of the court to schedule and monitor officer court attendance.
• Provides Leadership and Direction to Assigned Unit:
  • Trains, gives direction, and provides support to officers and first-line supervisors; maintains active trainer/instructor certification(s).
  • Builds a supportive atmosphere that encourages teamwork, high morale, dedication, and respect.
  • Ensures officers under supervision have the resources, guidance, and support necessary to perform their jobs professionally.
  • Holds officers accountable to goals and actions; applies recognition and discipline fairly and consistently.
  • Completes required evaluations, monitors probationary performance and improvement plans, and makes training recommendations.
  • Assists officers with the process of reviewing and acquiring arrest and search warrants.
  • Provides coaching and training to MPOs, Corporals, and Sergeants to ensure understanding of first-line supervisor responsibilities.
  • Fosters positive relationships with public safety groups and liaises with local/regional law enforcement leaders to coordinate resources and mutual aid.
• Conducts Patrols, Enforces Laws, and Investigates Crimes and Traffic Crashes:
  • Provides proactive deterrence and high-visibility patrols of all university property by vehicle, foot, and/or bicycle with a community policing philosophy.
  • Operates police vehicle and conducts foot/bike patrols to observe and confront violations of traffic laws, suspicious activities, and disturbances of public peace.
  • Enforces all applicable state and local laws and university regulations to protect university personnel, visitors, and property.
  • Arrests violators, issues summonses, and provides written warnings when appropriate; ensures data collection forms for the 2020 Community Policing Act are issued when required.
  • Investigates traffic crashes; provides assistance to the injured, controls crash areas, and ensures safety until the area is clear.
  • Conducts interviews and writes detailed and accurate reports in a timely manner; preserves crime scenes and collects and processes evidence.
  • Prepares for and attends court to provide complete testimony and presentation of evidence.
• Ensures Quality Delivery of Law Enforcement Services and Provides Assistance to Community Members:
  • Provides assistance to the community using sound decision-making and customer service practices; ensures courteous and professional public interactions.
  • Displays appropriate compassion and empathy; provides law enforcement services with a high standard of care.
  • Looks beyond the initial problem to provide exceptional customer service and seeks opportunities to resolve issues.
  • Renders aid and assistance to citizens, fellow officers, and public safety partners; responds to requests for mutual aid.
  • Ensures crime victims are assisted; provides information on cases, court procedures, and protective order statuses; updates victims and witnesses on case statuses and arrests.
  • Assists victims and witnesses with identifying and utilizing available support resources.
  • Recognizes situations requiring crisis intervention or mental health resources and utilizes available resources with proper safety procedures.
  • Executes and serves Emergency Custody Orders and/or Temporary Detention Orders as required.
  • Submits an annual Community Engagement Plan reflective of current needs of the community for the assigned unit.
