About the role
The City of Johnson City, Tennessee is seeking a Planner II in the Planning Division. This position performs difficult professional work in city planning under the supervision of the Director of Development Services or their designee.
Responsibilities
- Performs rezoning analysis, General Plan research and analysis, neighborhood planning, commercial redevelopment, annexation and related subjects.
- Gathers and correlates data related to various planning assignments.
- Aids in the analysis and interpretation of moderately difficult data pertaining to planning and zoning.
- Makes analysis, investigations, and preliminary determinations and recommendations on various planning and zoning projects.
- Writes reports and correspondence pertaining to each phase of the work as assigned.
- Aids in planning research projects and developing methodology, as well as maintaining appropriate files and exhibits.
- Conducts research tasks related to long-range planning.
- Presents casework to boards and commissions as needed.
Requirements
- Proficient (intermediate) knowledge of the principles and practices of city planning.
- Proficient (intermediate) knowledge of the general statutes (Tennessee Code Annotated), city charter and of the various ordinances, codes, and regulations pertaining to planning and zoning.
- Proficient (intermediate) knowledge of the techniques required in the preparation of maps, charts, sketches and complex graphics.
- General knowledge of the principles of research, and of standard sources and uses of socio-economic information.
- General knowledge of research methodology and of standard statistical procedures.
- Ability to plan, organize and carry out moderately complex research projects independently and effectively.
- Ability to select and apply proper research methodology.
- Ability to present results of research effectively in oral, written, and graphic form.
- Ability to establish and maintain effective working relationships with associates, municipal officials, representatives of other agencies and the general public.
- Ability to meet deadlines and keep projects on schedule.
Qualifications
- Graduation from a college or university of recognized standing with major course work in planning or one of the social or engineering sciences.
- Masters degree in planning or design discipline is preferred.
- Any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
- Specialized knowledge or experience in at least one other discipline, such as design, physical geography, geology, civil engineering, traffic engineering, economics, or political science, is desired.
