Physical Plant Director

About the Role

This position exists to ensure the Physical Plant of the Correctional Facility is properly managed, safeguarding the safety, health, and comfort of staff, visitors, and incarcerated persons while preserving the facility’s multi-million-dollar infrastructure.

Responsibilities

  • Direct building, grounds, mechanical, electrical, and utility systems maintenance.
  • Oversee the local waterworks system and manage multiple emergency power generators.
  • Plan, prioritize, and manage major repairs, remodeling, and new construction projects.
  • Supervise plant staff, including interviewing, evaluating, disciplining, and managing direct reports across maintenance, electrical, and engineering teams.
  • Project future operational costs and approve or disapprove all departmental expenditures.
  • Direct and review sustainability, energy, fuel, and water conservation programs.

Requirements

  • Four (4) years’ experience in facilities management, construction management, or business management, including:
    • Developing and managing budgets and financial analysis.
    • Planning and directing major repairs, remodeling, and new construction.
    • Directing the work of contractors.
  • Bachelor’s degree in construction management, facilities management, or a related field can substitute for one (1) year of experience.
  • Experience supervising operations and/or maintenance staff.
  • Knowledge of State and Federal codes and regulations, including:
    • Occupational Safety and Health Administration (OSHA).
    • Life Safety and HazMat codes.
    • Fire Marshal orders.
    • Americans with Disabilities Act (ADA) requirements.
    • Minnesota Pollution Control Agency (MPCA) rules and regulations.
  • Effective communication skills to clearly share and understand information across all levels of an organization.
  • Experience in process improvement, such as preventative maintenance and/or work request systems.

Preferred Qualifications

  • Experience with Public Water Operator Systems and possession of, or ability to obtain, a Class D Water Operator License.
  • Experience with bulk fueling and underground storage tanks.
  • Experience identifying and correcting utility inefficiencies and leading green initiatives.
  • Minnesota licensure as a Master Electrician, Master Plumber, or Chief Engineer.
  • One year of experience supervising staff within a secured facility with tool control policies.
  • Bachelor’s degree in construction management, facilities management, or a related field.

Physical Requirements

  • Completion of pre-placement physical components may be required, including:
    • Tuberculosis screening.
    • Commercial Driver’s License (CDL) drug test.
    • Respirator clearance.
  • Selected finalist may be required to review and sign a Physical Demands Analysis (PDA) for this position.

Additional Requirements

  • Top candidate(s) must pass a criminal history check, including:
    • Successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
    • Employment history and reference checks, including incidents of sexual harassment.
    • Review of job performance and discipline records.
  • New employees will be fingerprinted within the first 30 days of employment.
  • The Minnesota Department of Corrections does not sponsor applicants for work visas, including F-1 STEM OPT extensions. All applicants must be legally authorized to work in the United States.

Pay

$40.23 - $57.94 / hourly; $84,000 - $120,978 / annually.

Schedule

  • Day Shift: 7:00 am - 3:30 pm.
  • Days of Work: Monday - Friday.
  • No travel required.
