About the role
The Finance Manager is a key leadership position within the Maricopa Association of Governments (MAG) responsible for overseeing the financial operations of the organization. This role ensures the integrity of financial reporting, compliance with regulations, and effective fiscal management to support MAG’s regional planning and policy initiatives.
Responsibilities
- Direct and oversee all financial activities, including budgeting, accounting, financial reporting, and auditing.
- Develop, implement, and maintain financial policies, procedures, and internal controls to safeguard assets and ensure compliance with federal, state, and local regulations.
- Prepare and present accurate and timely financial statements, reports, and forecasts to the Executive Director, Board of Directors, and funding agencies.
- Manage the annual budget process, including preparation, monitoring, and reporting of expenditures and revenues.
- Oversee the administration of grants, contracts, and cooperative agreements, ensuring compliance with funding requirements and proper financial reporting.
- Provide financial analysis and recommendations to support strategic decision-making and long-term planning.
- Supervise and mentor finance department staff, fostering a collaborative and high-performing team environment.
- Coordinate with external auditors, ensuring timely completion of annual audits and implementation of audit recommendations.
- Serve as a liaison with member agencies, funding partners, and other stakeholders on financial matters.
- Stay abreast of changes in accounting standards, government regulations, and best practices in financial management.
Requirements
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. A Master’s degree or CPA certification is highly desirable.
- Minimum of seven (7) years of progressively responsible experience in financial management, including at least three (3) years in a supervisory or leadership role.
- Extensive knowledge of governmental accounting principles (GAAP), financial reporting, and budgeting processes.
- Experience with grant administration, including compliance with federal and state funding requirements.
- Strong analytical, organizational, and problem-solving skills, with the ability to interpret complex financial data and provide strategic recommendations.
- Excellent communication and interpersonal skills, with the ability to effectively interact with diverse stakeholders, including elected officials, government staff, and the public.
- Proficiency in financial software and enterprise resource planning (ERP) systems; experience with Munis or similar government financial systems is a plus.
- Demonstrated ability to lead and develop a team, fostering a culture of accountability, collaboration, and continuous improvement.
