PERSONNEL SECURITY SPECIALIST

About the Role

This position is a DoD Cyber Excepted Service (CES) personnel system role within the Information, Personnel and Industrial Security Office (N00SM2), Security Management Office (N00SM), at Naval Computer and Telecommunications Area Master Station (NCTAMS).

Responsibilities

• Plan and direct the daily work and schedule of the division, establish priorities, ensure quality standards, methods, and procedures.
• Recommend input included in members’ evaluations and fitness reports.
• Advise, counsel, and instruct members on both professional and administrative matters.
• Manage all aspects of the Personnel Security program, including granting, denying, revoking, suspending, or restricting security clearances.
• Determine clearance eligibility requirements for special access programs, perform nomination interviews, and process foreign exception and investigative requests.
• Manage all aspects of the Information Security Program, including defining and implementing security measures to properly account for, control, transmit, transport, package, and safeguard controlled unclassified/classified information.
• Report and investigate all unauthorized disclosures of classified information in accordance with security directives.
• Develop, formulate, and administer a continuing security education, training, and awareness program.
• Serve as the security point of contact during off-duty hours on an occasional basis, ensuring availability via cellular/home phone in case of emergency.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• MSP/PPP applicants must currently hold the required security clearance.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes. Required certifications: PSC, SFPC, SAPPC, ISOC.

Qualifications

Applicants must have directly applicable experience demonstrating knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but must clearly demonstrate past experience in:

• Developing, evaluating, and maintaining security programs.
• Evaluating background investigation results to determine suitability or security clearance eligibility.
• Implementing methods for protecting classified information and identifying potential vulnerabilities.
• Investigating security violations and compromises to determine cause factors and prevent recurrence.
