Personal Financial Counselor, Assignment Ready Counselor Oregon

This position provides coverage in short-term, surge, and on-demand situations resulting from military needs, such as post-deployment events or to cover absences of existing counselors.

Responsibilities

• Deliver personal financial counseling services to military service members and their families at military installations, including:
  • One-on-one counseling
  • Consultation with commanders, providers, or staff
  • Conducting briefings and presentations
  • Providing referral resources outside of counseling sessions
• Work closely with installation and military branch Points of Contact (POC) to ensure the program meets installation needs.
• Assist service members in establishing spending plans for extended absences.
• Develop and distribute informational financial materials to service members and families.
• Coordinate, publicize, and provide Personal Financial Management classes/workshops on topics across the military lifecycle, such as:
  • Arrival at first duty station
  • Pre- and post-deployment
  • Personal and career events outlined in DoDI 1322.34
• Respond to requests for age-appropriate classes or seminars.
• Utilize virtual counseling or other electronic modes of communication (e.g., web-based, secure online chat, video-based communications, or secure video teleconference) as authorized by the OSD FINRED Program office.
• Manage duty-to-warn situations according to Department of Defense (DoD) protocol.
• Communicate with leadership and participate in regular individual and group supervision, sharing trends and issues on assigned installations.
• Participate in in-services/training, quality improvement committees, or other contract activities as assigned.
• Perform additional duties as assigned.

Requirements

• Bachelor’s degree required. Alternatives:
  • Associate degree plus 4 years of relevant experience
  • High school diploma plus 6 years of relevant experience
• 3+ years of financial counseling experience.
• Must be a U.S. citizen and fluent in English. Bilingual in English and Spanish may be required by contract.
• Ability to obtain a favorably adjudicated Tier 2 investigation.
• Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• Must hold one of the following certifications:
  • Accredited Financial Counselor (AFC)
  • Certified Financial Planner (CFP)
  • Chartered Financial Consultant (ChFC)
• Valid driver’s license.

Pay

Salary range: $58,440 – $93,500. Actual pay will be adjusted based on skills, experience, education, and other job-related factors permitted by law. This position may also be eligible for short-term incentives.
