About the role

We are seeking an experienced Permit Manager to lead all environmental, construction, and infrastructure permitting activity for the Monarch Compute Campus. Operating from Nscale's Houston project office, you will own the permitting strategy and execution required to bring 2.16 GW of natural gas-fired generation, three hyperscale data center buildings, and supporting pipeline and microgrid infrastructure online in early 2027.

This is a critical-path role: every permit — from WVDEP air permits for the 864-engine Phase 1 fleet to PHMSA gas pipeline permits, county building approvals, and stormwater coverage — runs through your team.

Permitting Strategy & Planning

  • Develop and own the integrated permitting plan, schedule, and risk register for Monarch Compute Campus across all jurisdictions.
  • Identify all required federal, state, and local permits across air, water, waste, construction, gas infrastructure, and microgrid authorisations.
  • Sequence permitting work to support construction and commissioning milestones, flagging critical-path risks early.

Air & Environmental Permitting

  • Lead air permitting for Monarch's reciprocating engine fleet — including PSD, Title V, NSPS, and NESHAP analyses — in coordination with WVDEP and EPA Region 3.
  • Manage NPDES / stormwater (CGP), Section 404/401, NHPA, and ESA consultations as required.
  • Oversee environmental consultants delivering emissions inventories, modeling, BACT analyses, and permit applications.

Pipeline, Gas & Microgrid Permitting

  • Coordinate gas pipeline permitting under 49 CFR 192 and applicable PHMSA / FERC requirements in partnership with the Pipeline Engineering team.
  • Support certification and ongoing compliance with West Virginia's microgrid district designation under HB 2014.
  • Manage interconnection-related authorisations with WV PSC, where applicable.

Local & Construction Permitting

  • Secure all Mason County, Town of Point Pleasant, and other local approvals required for site preparation, building, and operations.
  • Manage road encroachment, WVDOT, utility crossing, and other access permits.

Compliance, Reporting & Documentation

  • Maintain a comprehensive permit tracker, condition log, and compliance calendar.
  • Ensure all permit conditions are translated into actionable obligations for construction and operations.
  • Partner with the Document Controller to maintain a defensible permitting record.

About you

  • 8+ years of permitting and environmental compliance experience on major energy, industrial, or infrastructure developments.
  • Demonstrated experience permitting large combustion sources — PSD, Title V, NSPS — with a state EPA-delegated agency.
  • Working familiarity with WVDEP highly preferred; willingness to travel to Charleston and Point Pleasant as needed.
  • Familiarity with PHMSA and FERC pipeline permitting frameworks.
  • Excellent project management skills with a track record of delivering permits on aggressive schedules.
  • Strong technical writing, organizational, and stakeholder management skills.
  • Bachelor's degree in environmental science, engineering, or related field; advanced degree or PE/CHMM/REM a plus.
