Owner's Advisor
About the Role
We are looking for an Owner’s Advisor to join our Advisory Services team. We partner with public and private sector clients across water/wastewater, transit and transportation, environmental services, and construction management—helping deliver critical infrastructure that strengthens the communities where we live and work. This role is ideal for a seasoned consultant who thrives in an owner-facing environment and brings both technical depth and strategic perspective to complex capital programs.
We have a preference for candidates located in Oregon; however, we’re open to considering remote candidates with the right experience and qualifications. Candidates may also choose to work hybrid from a Parametrix office, depending on location.
Responsibilities
- Represent the Owner: Serve as a trusted advisor acting on behalf of the owner to support projects and programs from concept development through design, permitting, procurement, construction, closeout, and warranty.
- Support Program & Project Delivery: Provide hands-on leadership and oversight to help guide successful execution across all phases of delivery.
- Support Alternative Delivery: Provide expertise in Alternative Public Works contracting, supporting the successful delivery of CM/GC, CMAR, GC/CM, PDB, or DB heavy civil infrastructure projects.
- Lead Cost & Budget Oversight: Develop, review, and validate cost estimates and budgets to ensure alignment with project scope and owner expectations.
- Monitor & Analyze Schedules: Evaluate and track project schedules, identify risks or variances, and recommend corrective actions.
- Manage Risk & Decision Support: Conduct risk assessments and facilitate risk mitigation strategies, decision analyses, and lifecycle cost evaluations.
- Evaluate Scope, Schedule & Budget: Independently review and negotiate key project elements to protect the owner’s interests.
- Support Procurement & Delivery Strategies: Advise on alternative delivery approaches and procurement methods to drive project success.
- Build Client Partnerships: Collaborate closely with clients, stakeholders, and project teams to maintain strong, trusted relationships throughout the life of the project.
Requirements
- 15+ years of consulting experience in owner’s advisory, alternative delivery, program management, or management consulting in the infrastructure space.
- Strong background in procurement processes, contract development, cost engineering/estimating, schedule development and review, risk assessment, decision analysis, and lifecycle cost evaluation.
- Skilled at conducting independent cost estimates and schedule reviews to evaluate and negotiate scope, budget, and timelines in the best interest of the owner.
- Experienced in supporting procurement strategies and alternative delivery methods.
- Proven success managing and delivering complex capital programs and infrastructure projects from planning through construction and closeout.
- Deep understanding of Alternative Public Works statutes, procurement processes, preconstruction services, GMP development, and collaborative delivery models.
- Design-Build Institute of America (DBIA) certification, demonstrating expertise in design-build best practices and collaborative project delivery.
- Demonstrated ability to establish and maintain long-term client relationships, ideally within the Pacific Northwest.
- Excellent verbal and written communication skills, with the ability to clearly present technical information and provide executive-level decision support.

Pay
Salary Range: $175,000 USD - $200,000 USD
Compensation is determined by factors such as education, experience, location, and role. As employee-owners, we are eligible for performance-based bonuses and our salaries are reviewed annually.
