About the Role
The New York City Department of Education’s Office of School Wellness Programs (OSWP) supports school communities in building strong structures and rich environments where Health Education and Physical Education (PE) thrive. The role focuses on guiding schools to teach 1.1 million students how to make healthy, informed choices, with a particular emphasis on addressing the serious health threat of vaping—38% of high school students and 14% of middle school students have tried e-cigarettes at least once.
The Anti-Vaping District Support Manager Consultant will support the implementation and coordination of student-centered vaping prevention and wellness initiatives across NYC Public Schools. This role serves as a key liaison between central offices, districts, schools, and community stakeholders, ensuring OSWP-led wellness initiatives and student engagement strategies are aligned, equitable, and community-informed. The position emphasizes cross-office collaboration, culturally responsive programming, data-informed implementation, and the integration of youth voice and leadership in citywide anti-vaping campaigns.
Key Relationships
The School Wellness Anti-Vaping Consultant will work closely with external partners, teacher-coaches, school principals and administrators, and collaborate regularly with OSWP teams including Implementation, Budget and Purchasing, Events and Professional Learning, Partnerships and Policy, Reporting and Systems, and Wellness Policy and Promotions teams. The Consultant will serve as a core liaison for all programs and partners related to vaping prevention efforts.
Responsibilities
- Field Support & Relationship Building:
- Act as the primary point of contact for schools, districts, staff, and Division of School Leadership Chiefs related to OSWP vaping prevention and wellness efforts.
- Build and sustain strong relationships with OSYD’s SAPIS workers, peer advisory councils, and student leadership groups to support implementation of joint initiatives, including broader health and physical education programming.
- Observe and support vaping prevention implementation in the field, providing direct feedback and technical assistance to district teams and schools while keeping OSWP Leadership informed of trends and recommending escalation to DSL chiefs.
- Program Implementation & Collaboration:
- Plan and implement daily and annual work streams such as recruitment, communications, training, data analysis, and engagement around partnerships and programs, especially as related to vaping prevention efforts.
- Collaborate effectively with OSWP, OSYD, and field staff to strengthen programs and relationships with external partners and co-develop student events and peer leadership opportunities that integrate wellness and substance use prevention messaging.
- Support the recruitment, training, and engagement of school- and district-based wellness champions.
- Under the guidance of the OSWP Director of Equitable Program Implementation, work with OSWP content teams to implement initiatives that support all NYCPS schools and districts in developing quality vaping prevention measures, health, and physical education programs that meet NYSED requirements and support student achievement.
- Work with OSWP and OSYD to align curriculum, campaigns, and training materials for coherence and impact.
- Lead the execution of citywide implementation of student-designed anti-vaping campaigns, ensuring accessibility and cultural responsiveness across communities.
- Contribute to program implementation by utilizing tools and strategies that support ongoing monitoring, data-informed adjustments, and alignment with key project milestones.
- Support implementation efforts by capturing outcomes, identifying effective practices, and assisting in the development of reports that inform continuous improvement and strategic planning.
- Community Engagement:
- Develop and manage partnerships with schools, parents, community groups, and outside organizations to strengthen program support.
- Engage with district teams throughout the program to gather feedback and make improvements, strengthening community connections and impact.
- Organize opportunities for parents and guardians to stay involved and connected to programs and resources.
- Support the engagement of families, FACE teams, local stakeholders, and Chancellor’s Advisory Councils to promote parent/guardian awareness and involvement in wellness and prevention efforts.
- Develop strategies for consistent engagement with community partners and youth leaders to ensure program messaging reflects lived experiences and needs.
- Coordinate with OSYD on promoting student-led events and campaigns that amplify youth voice in wellness and prevention work.
- Collaborate with the OSWP Professional Learning Promotion, Publications, and NYCPS communications teams to promote initiatives via school-facing materials, social media, and public platforms.
- Data Collection, Evaluation & Reporting:
- Design and utilize data collection tools to track program participation, implementation quality, and student engagement outcomes.
- Support evaluation efforts across both OSWP and OSYD initiatives, identifying promising practices and opportunities for cross-office learning.
- Document and share effective field practices with central teams and field staff using OSWP communication tools.
- Provide written reports and presentations on progress, challenges, and recommendations for continuous improvement.
- Administrative & Operational Support:
- Provide technical support to district and school staff for program implementation, communications, and logistics.
- Assist in tracking and managing resources, including training attendance, campaign material distribution, and school-based wellness funding.
- Promote programming and highlight best practices through internal communications (e.g., Weekly Brief, School Wellness Weekly, P Digest).
Qualifications
- Minimum:
- Bachelor’s degree from an accredited college or university in education, public health, youth development, social work, public administration, or a related field. Master’s degree preferred but not required.
- Minimum of 3 years of relevant, full-time experience in at least one of the following areas:
- School-based health or wellness programming
- Youth substance use prevention (e.g., vaping, tobacco, drug education)
- Community engagement or family partnerships in an educational or youth-serving setting
- Health education, physical education, or public health implementation
- Experience working in or with large urban public school systems preferred (NYCPS strongly preferred).
- Knowledge of or willingness to learn about NYCPS Wellness Policy, School Wellness Councils (SWC), and DOE organizational structure.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), Google Workspace (Docs, Sheets, Slides), and Zoom/virtual facilitation tools.
- Comfort with basic data collection, analysis, and reporting.
- Ability to travel throughout NYC’s five boroughs as needed.
- Strong organizational, written, and verbal communication skills.
- Preferred:
- Experience working in NYC public schools or in youth development, wellness, or health education programs.
- Familiarity with anti-substance use prevention frameworks such as CATCH My Breath, INDEPTH, and youth peer leadership strategies.
- Strong project management skills with ability to handle multiple priorities in a fast-paced, collaborative environment.
- Excellent interpersonal, communication, and facilitation skills; ability to work across departments and build relationships with diverse stakeholders.
- Knowledge of NYCPS structures and commitment to equity and student voice in public education.
Pay
$47 per hour. Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.
