Key Responsibilities
- Lead development and execution of the OCM strategy for the Oracle Cloud HCM migration, aligned to program objectives and deployment timelines
- Develop and maintain Change Management Plans, including:
- Change impact assessments
- Stakeholder analysis and engagement strategy
- Communications plan
- Training strategy and roadmap
- Oversee execution of communication efforts, including messaging, briefings, and stakeholder outreach across DOT Operating Administrations
- Coordinate development of training materials, job aids, and end-user support resources aligned to Oracle HCM functionality
- Support gap analysis and workforce transition planning, including mapping current roles to future-state roles
- Track and report on change readiness, adoption metrics, and training completion
- Lead stakeholder engagement activities, workshops, and feedback sessions
- Carefully coordinate closely with PMO, HR, and IT teams to ensure alignment between system deployment and workforce readiness
- Support go-live planning and post-deployment adoption and sustainment activities
Required Qualifications
- Bachelor’s degree
- 4–5 years of experience in change management, communications, or organizational transformation
- Experience supporting enterprise system implementations or migrations
- Experience developing change management deliverables (communication plans, training strategies, readiness assessments)
Preferred Qualifications
- Experience supporting Oracle Cloud HCM or ERP system implementations
- Familiarity with federal agency environments and workforce transformation efforts
- Experience supporting shared services or enterprise-wide deployments
- Prosci Change Management Certification (or equivalent)
- Experience with stakeholder engagement across distributed organizations
