About the role

The Director of Security will plan, organize, manage, and control activities of the Security department at the Oregon State Hospital on both Oregon State Hospital campuses, to provide a safe and therapeutic environment for patients, staff, and visitors. The Director of Security reports to the Director of Site Operations and will guide equitable, inclusive and trauma-informed workplace practices in all aspects of performance as the department director.

Responsibilities

  • Serve as a key advisor to the OSH Deputy for Site Operations, CFO/COO and members of the Senior Leadership Team as needed, on security issues.
  • Represent OSH in communication and collaboration with local law enforcement agencies.
  • Provide overall management and oversight of the OSH Security department – across two campuses - to ensure high-quality, trauma-informed and culturally appropriate services.
  • Assure active and ongoing communication, collaboration, and cooperation with other OSH departments/managers to facilitate trauma-informed and culturally appropriate security services to patients and staff.
  • Cook with local, regional, and national representatives of regulatory agencies and associations, and local emergency response agencies.
  • Coordinate and manage investigations and provide necessary follow-up reporting to determine action necessary to prevent reoccurrence.
  • Work with local police and fire agencies to ensure safe environment of care.
  • Confer with representatives of federal, State, and local governments to ensure cooperation and coordination of security activities, taking an active role in communicating crime prevention methods.
  • Conduct necessary inspections, write reports, and oversee the surveillance and security access systems for both hospital campuses.
  • Develop and oversee implementation of hospital-wide security policies with a trauma-informed focus.
  • Review and recommend changes to policies and procedures as necessary to ensure compliance with applicable standards and regulations.
  • Establish Security Department protocols that cover and unite the Salem and Junction City campuses.
  • Assure compliance with The Joint Commission and Centers for Medicare & Medicaid Services (CMS) regulations and other respective regulatory bodies governing OSH requirements.
  • Acquire, Train, Develop, And Manage Staff: Directly and through subordinate supervisors, the director of security: Ensure that management practices support equitable recruitment, retention, and promotion of a qualified, diverse workforce. Provide necessary training and orientation to hospital and contract employees in security matters. Interview, hire, train, and evaluate the performance of in-house or contracted staff. When necessary, discipline and discharge security staff as per policy and address associated union grievances. Establish work priorities, schedules, and assign work to subordinates based on volume, circumstantial or customer needs. Change schedule and reassign staff to fill special circumstances on an as needed basis. Develop and implement Security staff training programs and hospital-wide security training programs. Review schedules and ensure adequate staffing is maintained at all times.

Requirements

  • Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor’s degree in a related field.

  • Ability to write effectively and at an executive level to present written analysis, reports, and recommendations to CFO/COO and the senior leadership team.
  • Experience with building policies, processes, and practices to ensure compliance with local and federal regulations.
  • Specific knowledge of The Joint Commission and Centers for Medicare and Medicaid Services (CMS) requirements is preferred.
  • Skill to perform root cause analysis to identify root problems and present findings orally and in written form to a variety of audiences.
  • Demonstrated knowledge and experience in evaluation of incidents, determination of a course of action to prevent incidents, and to develop physical security response to incidents.
  • Experience working or overseeing security services in a locked facility.

Pay

The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%.
