Position Summary
Lifecycle Engineering has a contingent opening for a Team Analyst supporting the Organic Repair Capability Assessment (ORCA) Team, Commander Naval Surface Force, U.S. Pacific Fleet (CNSP) Readiness Assistance Training Team (RATT).
About the Role
This position combines technical assessment capability with the analytical and documentation skills to produce high-complexity deliverables for the ORCA program.
Responsibilities
- Accompany the ORCA Team Lead on all workshop and IPE assessments; conduct assigned workshop assessments independently.
- Complete ORCA Workshop Functionality Score Sheets for assigned workshops; document findings with sufficient specificity to support AWR generation and TYCOM advisory action.
- Lead or assist in Root Cause Analysis investigations; draft IPE RCA Reports for Team Lead review; ensure reports are submitted within 20 working days of trip completion.
- Conduct IPE configuration audits; prepare draft CK documentation for ships with equipment not reflected in configuration data records.
- Maintain and update the Training/IPE Matrix Report; research applicable JQR, PQS, and school code prerequisites for IPE maintenance and flag new training gaps.
- Manage ORCA data delivery to NSWC Corona; coordinate with NSWC Corona on data format and quality requirements; report delivery status in the ORCA Material Deficiency Report.
- Draft the ORCA Material Deficiency Report for Team Lead review and submission within five working days of trip completion.
- Compile the quarterly Root Cause Distribution Pareto analysis from all completed RCA instances; provide to ORCA Team Lead and PM for CNSP N43 reporting.
- Participate in annual STANCO; support ORCA methodology and data management agenda items.
Requirements
- Minimum fifteen (15) years of supervisory experience in analyses, information system operations, and implementation of technical projects.
- Maintenance and training staff experience at ISIC, TYCOM, or Afloat Training Group level.
- In-depth knowledge of Navy ship depot-level maintenance processes.
- In-depth knowledge of the theory and workings of surface ship maintenance processes.
- Undergraduate or associate's degree, or seven (7) years demonstrated experience in a management role.
Qualifications
- Direct experience with NSWC Corona's ORCA dashboard or equivalent government data management systems.
- Prior Root Cause Analysis experience using structured methodologies (5 Whys, Fishbone/Ishikawa, or equivalent) for industrial plant equipment failures.
- Experience with Navy configuration management (CK preparation and configuration data record maintenance).
- Familiarity with the six-category RCA taxonomy used in the RATT Readiness Impact Framework.
- Technical writing and data management experience supporting government contract deliverables.
Skills
- Ability to work in an industrial shipboard/shipyard environment, climb shipboard ladders and wear all required safety equipment.
- Able to lift (up to 50lb), carry, and transport heavy equipment and materials required.
- Able to meet U.S. Navy shiprider requirements.
- Ability to speak, read, hear and write, with or without assistance.
- Ability to use phone and computer systems, copier, fax, and other office equipment.
