Oracle Financial Specialist - Senior

About the role

Apex Systems is seeking an Oracle Financial Specialist - Senior for an onsite project with RIDOT, lasting at least one year from the projected start date. The role involves assisting the existing Oracle Senior Financial Specialist and two supporting technical state employees in supporting the Financial Management System (FMS) for the Department, which serves over 800 employees using Oracle Time and Labor (OTL). The consultant will work on performance improvements to concurrent programs/functions, add new program functionality, and ensure all changes impacting business offices are approved by the Chief Financial Officer and Agency IT Manager.

Responsibilities

• Assist the existing Oracle Senior Financial Specialist and two supporting technical state employees in supporting FMS for RIDOT.
• Support business activities through active work on client engagements, understand the business model and processes, suggest improvements, and map requirements for the Oracle EBS environment.
• Prepare project plans, estimates, milestones, task plans, test plans, and defect tracking mechanisms to deliver and manage projects, customizations, and enhancements.
• Perform hands‑on work with Oracle EBS R12.2.X implementations, upgrades, and support.
• Design, develop, and deliver high‑level custom solutions using SQL, PL‑SQL, RICE objects (Interfaces, Conversions, Integrations, Extracts), Oracle Application Object Library, Oracle Forms 10g, Reports (Oracle Reports 10g, Discoverer Reports 11g, XML and BI Publisher Reports, OBIEE Reports and Analytics), Workflows, Oracle Application Framework, Java, XML, and scripting (UNIX Shell, SAMBA Client, JavaScript).
• Utilize Oracle Database 12c and Oracle tools (JDeveloper, SQL Developer) for gap fixes, performance tuning, and supporting new implementations and upgrades.
• Develop and deliver customizations and extensions, perform unit testing, and coordinate with users for integration and system testing.
• Manage and coordinate issue resolutions and escalations; work with Oracle on product bugs, patches, and Service Request resolutions.
• Work with DBAs, provide weekly reports on deliverables status, and present to management.
• Support, develop, and modify bridge integrations from FMS Oracle ERP to the State’s Workday ERP.
• Develop new Oracle FMS reports and update existing Oracle FMS reports
