This position is located in Tallahassee, FL and will be used to fill multiple positions.

About the Agency

The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters, ranging from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM serves as the liaison between federal, state, and local agencies. Key responsibilities include:

  • Preparing and implementing a statewide Comprehensive Emergency Management Plan.
  • Conducting extensive exercises to test state and county emergency response capabilities.
  • Providing technical assistance to local governments for emergency plans and procedures.
  • Conducting emergency operations trainings for state and local government agencies.
  • Serving as the lead agency for the State Emergency Response Team (SERT), coordinating disaster response and recovery efforts within the State Emergency Operations Center (SEOC) in Tallahassee.
  • Managing the State Watch Office, a 24-hour operation providing situational awareness to stakeholders statewide.
  • Conducting damage assessment surveys after disasters and advising the Governor on emergency declarations and federal relief funds.

Responsibilities

  • Ensure compliance with federal and state laws, rules, and regulations.
  • Develop and monitor subgrant agreements for awarded projects under Mitigation’s grant programs.
  • Review and process financial documentation for subgrant reimbursement payments to ensure accuracy and timeliness.
  • Provide technical assistance to subrecipients for completing subgrant agreements and reimbursement requests.
  • Maintain project files and track all assigned subgrant agreements and payments, including amendment and closeout documentation.
  • Assist in quarterly financial and progress reporting to FEMA on all open Hazard Mitigation Assistance (HMA) grants and projects.
  • Maintain data entry in federal and state financial systems as needed.
  • Perform disaster-related duties and assist in response and recovery activities for declared and non-declared disasters.
  • During declared state emergencies, work extended hours, including nights, weekends, and holidays, in support of disaster response.
  • Perform other duties as assigned.

In response to emergency events, employees may be required to work irregular hours, extended periods (including weekends and holidays), at locations other than their official headquarters, and perform additional duties beyond their position description. Deployment to emergency sites may occur with limited advance notice.

Requirements

  • A minimum of one year of experience in grant or contract management, or a related field.
  • A minimum of one year of experience in finance, accounting, data entry, or payment processing.
  • Experience using Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate FDEM enterprise business systems.
  • Ability to travel overnight and work non-traditional hours during emergency events.

Skills

  • Knowledge of state and/or federal grant programs and subgrant administration procedures.
  • Ability to understand and apply rules, regulations, policies, and procedures.
  • Experience managing financial program activities and preparing accurate financial reports.
  • Proficiency in data entry and maintenance in federal and state financial systems.
  • Strong verbal and written communication skills, including providing technical assistance related to subgrant agreements and reimbursement payment packages.
  • Ability to work independently and under close supervision.
  • Ability to manage multiple assignments and prioritize tasks effectively.

Pay

$25.00 per hour.
