About the role

Leads technical and professional employees performing high-level, professional or consultative work requiring highly specialized program or project management knowledge. Work involves establishing objectives, guidelines, procedures, schedules, priorities, and methods for achieving program, project, or operational goals for the Transportation Programs division. Requires extensive contact with high-level executives and governmental agencies. Serves as a Lead Worker, handling issues independently and establishing work plans to meet set objectives.

Responsibilities

  • Oversees studies and analysis of problems.
  • Oversees the development and implementation of effective techniques for evaluating agency or district programs.
  • Oversees the development of contract requirements or specifications in support of programs or projects.
  • Oversees the evaluation, interpretation, and dissemination of legislative information and preparation of operational and financial impact analyses of legislative proposals.
  • Oversees the preparation of administrative reports, studies, and specialized research projects.
  • Performs budget-related review, planning, and development activities.
  • Performs or directs site visits to discuss various management issues.
  • Presents information on programs, projects, and activities at public and professional meetings, seminars, and conferences.
  • Provides leadership to programs, projects, and committees.
  • Represents the Department at facilities management/acquisition activities, business meetings, legislative sessions, conferences, seminars, or committees.
  • Represents the Department on interagency groups, technical committees, or special task force groups.
  • Researches, plans, coordinates, and develops programs, projects, activities, or procedures to increase productivity, efficiency, and streamline operations.
  • Serves as a liaison and division contact in area of expertise, representing the division at state and local levels.
  • Serves as point of contact and/or liaison for programs or special projects with other departmental staff, governmental entities, and/or the public.
  • Updates managers on program or project goal initiatives and achievements.
  • Manages Organizational Change Management initiatives for assigned applications and business process improvement initiatives.
  • Develops and implements organizational change management efforts.
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions, providing technical training, input on career conversations, approving leave requests, and presenting workflow updates.
  • Performs other job responsibilities as assigned.

Requirements

  • Bachelor's Degree in a related discipline. Relevant experience may substitute for education on a year-per-year basis.
  • 5 years of experience in staff administration, business analysis, project, or program administration (full-time or prorated part-time equivalent). Related graduate-level education may substitute for experience on a year-per-year basis.
  • Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications

  • Project Management certification.
  • Preferred degrees: Business Management, Business Administration, Project Management, or Operations Management.
