About the role

This position serves as a recognized expert in cost estimating, analysis, and Earned Value Management for the Air Force Research Laboratory (DR-1515-02, GS-12/13 equivalent).

Responsibilities

  • Facilitate and lead time-sensitive projects, analyses, and support.
  • Provide technical and cost guidance, advisory support, and assistance.
  • Lead work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques.
  • Perform a broad range of cost and operations research analysis assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies.

Requirements

  • United States citizenship.
  • Must obtain and maintain the appropriate security clearance for the position.
  • Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Business-Cost Estimating (P). Must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements within 24 months or obtain a waiver.
  • Financial Management Level 2 Certified position (IAW National Defense Authorization Act 2012). Incumbent must file annual financial disclosures to avoid conflicts of interest.
  • At least one year (52 weeks) of specialized experience at the next lower grade level in the Federal service or equivalent in an alternate pay system.
  • Degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Qualifications

  • Applicants must list any acquisition certifications and status as an acquisition corps member in their resume.
  • Desired: Master’s/MBA or equivalent advanced degree in finance, business administration, or other relevant field.
  • Desired: Experience interfacing/collaborating with business partners across multiple functions outside of financial management.
  • Desired: Strong technical and financial management knowledge, including ability to use financial models and effectively communicate data and results.
  • Desired: Exceptional leadership skills, including setting clear expectations, motivating employees, and driving accountability.
  • Desired: Knowledge/experience of Department of Defense Acquisition requirements, financial management concepts, principles, practices, laws, and regulations.
  • Desired: Experience building program plans and budget justification products.
  • Desired: Experience providing written and oral communications to senior leaders.
  • Desired: Experience solving complex issues spanning multiple internal and external organizations.

Schedule

Eligible for situational telework as determined by agency policy.
