About the Role

ISN is seeking an Open-Source Intelligence (OSINT) Analyst / Team Lead to support the Verification & Triage Unit (VTU) by providing task management, operational oversight, analytical support, and program management support for activities supporting the Defense Counterintelligence and Security Agency (DCSA) Office of Entity Vetting.

Responsibilities

  • Serve as the Program Task Lead for VTU operations and provide daily coordination and oversight of assigned program personnel and activities.
  • Coordinate directly with the Program Manager and VTU Deputy Chiefs regarding performance planning, training requirements, operational targets, workload priorities, and results.
  • Support the planning, execution, tracking, and reporting of VTU activities to ensure established performance objectives and mission requirements are achieved.
  • Provide oversight and guidance to program personnel responsible for verification, triage, case processing, data analysis, and related support activities.
  • Monitor workloads, case status, performance metrics, and operational results and identify trends, risks, resource constraints, or performance issues requiring management attention.
  • Conduct and oversee data collection, data analysis, operations analysis, and performance tracking and reporting.
  • Track and analyze operational and program data using Microsoft Access databases, Government Systems of Record, and comparable data management platforms.
  • Develop reports, dashboards, briefing materials, and presentation slides that clearly communicate operational performance, trends, workload, and key data to Government and program leadership.
  • Analyze data to identify trends, patterns, anomalies, resource requirements, and opportunities to improve operational performance.
  • Develop and utilize analytical tools to support operational planning and optimize available resources supporting nationwide security inspection activities.
  • Access and utilize applicable Government information systems in support of assigned responsibilities.
  • Support the creation and maintenance profiles within NISS, as applicable to assigned activities.
  • Retrieve, analyze, reconcile, report, and update information between NISS, Microsoft Access databases, and other applicable Systems of Record.
  • Maintain accurate and timely tracking of assigned cases, actions, products, reviews, and other operational activities.
  • Support development and implementation of standardized processes, procedures, reporting mechanisms, and performance measures to improve operational consistency and efficiency.
  • Assist with workforce training, knowledge transfer, quality assurance, and continuous process improvement activities.
  • Prepare and deliver written reports, operational updates, briefings, and other communications to Government and contractor stakeholders.
  • Work independently and manage multiple priorities with limited oversight while ensuring assigned activities comply with applicable DCSA policies, procedures, and performance requirements.

Required Experience

  • Minimum of 8 years of experience conducting data collection and analysis, budget execution tracking, operations analysis, performance tracking, and reporting.
  • Minimum of 8 years of experience performing data analytics, including entering and managing information within Microsoft Access databases or comparable Systems of Record.
  • Minimum of 8 years of experience tracking and analyzing data inputs and developing reports, briefing materials, or presentation slides depicting key operational data.
  • Minimum 8 years of experience using commercial and proprietary business, legal, and intelligence databases and resources.
  • Demonstrated experience analyzing operational data and translating findings into actionable information.
  • Experience supporting task management, operational leadership, workflow coordination, or oversight of multidisciplinary teams is strongly preferred.
  • Experience developing analytical tools, dashboards, reports, or other mechanisms for tracking workload, performance, resources, and operational results is preferred.
  • Experience working with Federal Government or Department of Defense programs involving industrial security, entity vetting, intelligence, counterintelligence, or related mission areas is preferred.

Qualifications

  • Demonstrated proficiency in data collection, manipulation, analysis, reconciliation, tracking, and reporting.
  • Proficiency with Microsoft Access or comparable database and System of Record applications.
  • Advanced proficiency with Microsoft Office applications, particularly Excel, PowerPoint, Word, and Access.
  • Ability to develop clear and accurate reports, dashboards, briefing materials, and visual representations of operational and performance data.
  • Demonstrated ability to identify trends, patterns, anomalies, performance issues, and potential operational improvements through data analysis.
  • Ability to develop tools and methodologies for assessing operational requirements and optimizing available resources.
  • Ability to effectively coordinate activities across multiple personnel, functional areas, and operational priorities.
  • Strong analytical, organizational, problem-solving, and decision-making skills.
  • Strong written and verbal communication skills with the ability to present analytical findings and operational information to Government and contractor leadership.
  • Ability to work independently, manage competing priorities, and perform effectively with minimal supervision.
  • Knowledge of the National Industrial Security Program (NISP), entity vetting, Foreign Ownership, Control, or Influence (FOCI), or related DCSA industrial security processes is preferred.
  • Experience using the National Industrial Security System (NISS), including the NISS National Toolkit, is strongly preferred.

Additional Requirements

  • Must be able to provide proof of US Citizenship.
  • Must possess or have the ability to obtain and maintain Top Secret security clearance throughout the period of performance.
  • Must be capable of working primarily at designated DCSA facilities, including DCSA Headquarters and other sites as required.
  • Must be available to support alternate work schedules when necessary to meet operational tempo and mission requirements.
  • Must be willing and able to travel to DCSA regional field office locations or other Government locations when required.
  • Must comply with applicable DCSA, Department of Defense, security, information protection, and contractor personnel requirements.
  • Must successfully complete all Government-required training applicable to assigned responsibilities.
  • Must designate or support an authorized alternate capable of acting on behalf of the Contractor during the Program Manager's absence to ensure continuity of contract operations.

Education

  • Bachelor's degree in Intelligence Studies, National Security, Data Analytics, Business, Finance, Information Technology, Computer Science, Security Studies, or another discipline related to the position is preferred.
  • Relevant professional training or certifications in intelligence analysis, data analytics, program/project management, industrial security, or related disciplines are preferred.
