About the role
ONU Mujeres, the United Nations entity for gender equality and the empowerment of women, works to eliminate discrimination against women and girls, empower women, and achieve equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace, and security. The organization leads and coordinates United Nations efforts to ensure gender equality commitments translate into action globally, supporting Member States in advancing gender equality and partnering with governments, civil society, and other stakeholders.
The Regional Office for the Americas and the Caribbean focuses on addressing structural inequalities, conflicts, violence, crises, and climate change impacts that disproportionately affect women, girls, and youth. The Women, Peace, Security, and Humanitarian Action (MPS-HA) Regional Area strengthens women’s leadership and meaningful participation in conflict prevention, peacebuilding, humanitarian action, and recovery, while promoting gender-responsive institutional frameworks and networks.
The 2026–2029 Strategic Plan aims to advance gender equality, empower women and girls, and realize their human rights, anchored in international commitments such as the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, and the 2030 Agenda for Sustainable Development.
Responsibilities
- Lead technical monitoring of the regional MPS-HA portfolio, identifying progress, gaps, risks, synergies, and opportunities for improvement.
- Ensure coherence, quality, and results-orientation of the portfolio, aligning it with ONU Mujeres’ strategic priorities.
- Provide substantive technical assistance to Country Offices in designing, implementing, and monitoring programs, projects, and initiatives related to MPS-HA.
- Strengthen the regional approach to emerging challenges in the MPS-HA agenda, including natural disasters, crises, organized crime, and human trafficking, from a gender and human security perspective.
- Enhance inter-area coordination at the regional level, promoting synergies and integrated responses to address the complex and interrelated needs of women and girls.
- Contribute to resource mobilization, partnership development, and strategic positioning of the Area’s regional priorities.
- Strengthen the generation, review, systematization, and dissemination of technical knowledge and products from the Area.
- Support the technical positioning of ONU Mujeres in relevant regional MPS-HA spaces, mechanisms, and processes.
Expected Results
- Enhanced monitoring and technical articulation of the regional MPS-HA portfolio, identifying synergies, gaps, opportunities, and follow-up actions.
- Strengthened technical assistance to Country Offices through timely and substantive contributions to the design, implementation, and monitoring of MPS-HA initiatives.
- Improved regional response to the impacts of organized crime and human trafficking on women, girls, and youth, integrating gender and risk analysis, programmatic guidance, and opportunities for coordination to promote women’s leadership, participation, access, and protection in contexts of violence, mobility, and crisis.
- Strengthened resource mobilization and strategic partnerships through high-quality contributions to proposals, concept notes, project profiles, and other positioning and funding processes.
- Enhanced technical and knowledge products of the Area through substantive review, systematization of lessons learned, identification of good practices, and promotion of their dissemination and use.
- Strengthened technical contributions to ONU Mujeres’ regional positioning in MPS-HA through substantive inputs to relevant regional spaces, mechanisms, and processes.
Requirements
The consultant will work under the guidance and supervision of the Regional Advisor for Women, Peace, Security, and Humanitarian Action, who retains overall responsibility for the strategic direction and management of the Area. The consultant will provide technical leadership and coordination, facilitating the monitoring and coherence of activities across the Area’s thematic lines, in close collaboration with relevant teams and specialists.
