Office Director, Office of Quality Assessment and Management
This position is being filled under a streamlined hiring authority (21 U.S. Code § 379d-3a) and is paid under the Title 21 Pay Table 4, Band G. The selected candidate will serve under a career or career-conditional appointment.
Responsibilities
- Provides occupational-specific technical and administrative direction 25% or more of the time to three or more subordinate employees, including defining jobs, selecting employees, assigning work, evaluating performance, and recommending promotions or corrective actions.
- Obtains resources and identifies strategic objectives for the organization.
- Defines technical work requirements and milestones; evaluates work products and presents findings to senior management.
- Ensures a safe and healthy work environment for employees.
Requirements
- U.S. citizenship or proof of being a U.S. national is required by the closing date.
- Must pass a background investigation, including urinalysis for illegal drug use prior to appointment and random drug testing thereafter.
- Direct deposit of federal salary payments is required.
- Must be registered with the Selective Service (males born after December 31, 1959).
- Must complete an I-9 form and participate in E-Verify to determine employment eligibility.
- Subject to FDA’s prohibited financial interest regulation and may require divestment of certain financial interests.
- Financial disclosure reporting is required for this position.
- Must submit all relevant transcripts demonstrating required education to meet basic qualifications.
Qualifications
To qualify for this 0601 occupational series position, candidates must meet the following by 11:59 PM EST on 07/30/2026:
- Technical Qualifications (must be reflected in a two-page resume):
- At least 5 years of experience leading teams or work related to quality management and assurance, with demonstrated success in building a quality culture focused on continuous improvement within a complex organization.
- Demonstrated ability to analyze business processes, identify root causes, generate corrective/preventive actions, and oversee process improvement efforts.
- Demonstrated ability to develop networks and build alliances with internal and external parties, collaborating across boundaries to achieve common goals.
- Desired Qualifications:
- At least 5 years of executive-level leadership experience in the following areas:
- Familiarity with technology solutions (e.g., automation, artificial intelligence) that optimize and improve program operations.
- Experience communicating highly technical information clearly and working with staff at all organizational levels and varying domain expertise.

The Office Director, Office of Quality Assessment and Management (OQAM), is located within the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Human Foods Program (HFP). The mission of the Human Foods Program is to ensure food safety and wellness for all U.S. consumers through science-based approaches to prevent foodborne illness, reduce diet-related chronic disease, and ensure the safety of chemicals in food. OQAM supports this mission by driving quality management and continuous improvement across complex organizational processes.
