Job Description and Duties
Note: Effective July 1, 2025, a 2% salary reduction is in place under the Personal Leave Program (PLP), with 3.5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.
This position is located in Sacramento.

Under the general direction of the Assistant Deputy Director, the Codes and Occupational Licensing Manager, is responsible for managing and developing the Division’s activities related to 1) the investigation and enforcement of state and federal laws and regulations governing manufacturers, dealers, and salespersons in the manufacture, sale, rent, or lease of manufactured homes, mobilehomes, and commercial modulars; 2) the administration of the licensing processes; 3) administration of Manufactured Housing Recovery Fund (MHRF) claims for victims; and 4) administration of the Preliminary and Continuing Education Program as related to licensure. Additionally, the Occupational Licensing Manager assists in all aspects of investigations, including intake, planning, organizing, directing, reviewing, and coordinating investigative activities, while serving as a first-line supervisor for Special Investigators, District Representative II Peace Officers, and support staff. This position requires evaluating complex situations, determining appropriate actions, acting on behalf of the Assistant Deputy Director in their absence, and maintaining a high degree of confidentiality, responsibility, and sensitivity. The Occupational Licensing Manager may also participate in complex investigations and perform other duties as required.
This position requires reporting to an HCD office a minimum of four days per week. In limited cases, at the Department’s discretion, an employee may be approved to work in a remote centered capacity on a temporary basis until appropriate office space becomes available. Under California Government Code Section 14200, telework eligible employees must reside in California. The designated headquarters location will be based on the employee’s primary residence and may be updated if HCD criteria are met.

Desirable Qualifications
- Experience with program management
- Ability to effectively present information to internal and external stakeholders.
- Experience with the interpretation and application of laws and regulations to specific situations.
- Experience supervising and/or leading investigators in the performance of investigatory work to ensure complete, timely, and thorough investigations.
- Experience preparing reports that support administrative actions.
- Demonstrated project management experience, including the planning, organizing, coordinating and overseeing the implementation of new or revised policies and procedures.
