Qualifications

A bachelor's degree in Nutrition, Dietetics, Food Service Management, Business Administration, Public Administration, Education, School Administration, Accounting, or a related field is required. Alternatively, an equivalent combination of education, training, and experience may be considered.

  • Transcripts and resumes should reflect progressively responsible experience in child nutrition programs, contract administration, regulatory compliance, public procurement, budgeting, school operations, or related administrative leadership.
  • Specific traits and characteristics required include strong oral and written communication skills, a demonstrated understanding of USDA Child Nutrition Programs, Kansas Child Nutrition requirements, and public school operations, the ability to organize, coordinate, and monitor multiple compliance, financial, and operational responsibilities simultaneously, the ability to analyze regulations, contracts, financial reports, reimbursement claims, and operational data, the ability to work collaboratively with district administrators, principals, business office personnel, school staff, Food Service Management Company personnel, parents, KSDE, USDA, and community stakeholders, the ability to maintain confidential records and ensure compliance with federal and state reporting requirements, the ability to facilitate committees, lead continuous improvement initiatives, and develop collaborative working relationships, and the ability to serve as an effective member of the District Leadership Team.

Job Goal

To provide professional leadership, regulatory oversight, fiscal stewardship, and operational coordination for the District's Nutrition Programs. The Nutrition Program Director shall administer the District's Food Service Management Company contract; ensure compliance with all applicable federal, state, and local regulations; oversee meal benefit eligibility and reimbursement processes; facilitate implementation of the District Wellness Policy; coordinate the District Wellness Committee; and work collaboratively with district administrators, school personnel, KSDE, USDA, and the Food Service Management Company to ensure high-quality nutrition services that support student achievement, health, and wellness.

Evaluation

The performance of this position shall be evaluated annually by the Superintendent or their designee in accordance with performance responsibilities and growth plan goals. The formal evaluation procedure shall be in accordance with the provisions of the Board's policy governing evaluation of classified administrative personnel.

Conditions of Employment

  • Maintain required certifications and participate in professional development related to Child Nutrition Programs, USDA regulations, Kansas Child Nutrition requirements, school wellness, procurement, financial management, and contract administration.
  • Maintain a valid driver's license and the ability to travel between district facilities.

Performance Responsibilities

Serve as the District's Contract Administrator and primary liaison between USD 373, the Food Service Management Company (FSMC), KSDE Child Nutrition & Wellness, USDA, and other regulatory agencies. Administer and monitor the District's Food Service Management Company contract to ensure compliance with all contractual obligations, Board policy, federal regulations, Kansas statutes, and district administrative procedures. Coordinate implementation and administration of all USDA Child Nutrition Programs operated by the District, including the National School Lunch Program, School Breakfast Program, Afterschool Snack Program, Summer Food Service Programs, Fresh Fruit and Vegetable Program, and other authorized nutrition programs. Oversee the annual Free and Reduced Price Meal application process, including application distribution, eligibility determinations, Direct Certification, Verification, confidentiality requirements, appeals, and maintenance of required records. Review and validate monthly reimbursement claims, meal counts, edit checks, production records, invoices, financial reports, and supporting documentation prior to submission to KSDE. Collaborate with the District Business Office to reconcile Child Nutrition revenues, expenditures, reimbursements, inventory, and financial reporting. Monitor Food Service Management Company compliance with USDA meal pattern requirements, Smart Snacks standards, Buy American provisions, food safety regulations, procurement requirements, civil rights requirements, and other federal and state program regulations. Coordinate Administrative Reviews, on-site monitoring activities, corrective action plans, audit responses, and required compliance documentation. Conduct regular operational reviews of district food service operations and communicate findings, recommendations, and corrective actions to Food Service Management Company leadership. Collaborate with principals and district administrators to ensure consistent, efficient, and high-quality food service operations throughout the District. Participate in the selection, orientation, transition, and onboarding of Food Service Management Company supervisory personnel assigned to District facilities as provided within the management agreement. Coordinate and participate in the performance evaluation process for Food Service Management Company supervisory personnel assigned to the District and provide documented performance feedback regarding district-assigned food service personnel to Food Service Management Company leadership in accordance with the management agreement. Collaborate with Food Service Management Company leadership to identify operational improvements, staffing efficiencies, customer service enhancements, and professional development opportunities. Monitor staffing levels, customer service, food quality, meal participation, employee professionalism, and operational efficiency across all district food service locations. Review Food Service Management Company invoices, supporting documentation, and contract expenditures to ensure billing accuracy and fiscal accountability. Coordinate preparation of Requests for Proposals, contract renewals, amendments, and procurement activities related to Child Nutrition Programs and Food Service Management Company services. Maintain complete and accurate records necessary to support reimbursement claims, audits, procurement requirements, contract administration, and regulatory compliance. Prepare reports, analyses, and recommendations for the Superintendent and Board of Education regarding Child Nutrition operations, financial performance, participation trends, compliance, contract performance, and strategic initiatives. Serve as the District Wellness Committee Facilitator by organizing, coordinating, and leading the implementation, assessment, continuous improvement, and reporting of the District's Board-approved Wellness Policy in accordance with federal regulations, Kansas statutes, Board policy, and Kansas School Wellness Policy Guidelines. Collaborate with district administrators, school personnel, the Food Service Management Company, parents, students, and community partners to develop, implement, evaluate, and promote district wellness initiatives that support nutrition education, physical activity, staff wellness, family engagement, and the Whole School, Whole Community, Whole Child (WSCC) framework. Serve as a member of the District Leadership Team as assigned by the Superintendent. Attend Board of Education meetings and prepare reports as requested by the Superintendent. Perform additional duties as assigned by the Superintendent.
