Nuclear Facilities Engineering Manager 3

About the Role

Plutonium Infrastructure Engineering (PIE) develops, maintains, and applies a diverse set of nuclear facility engineering capabilities to provide innovative solutions enabling the Laboratory's scientific and national security mission. As a Nuclear Facilities Engineering Manager 3, you will support the Laboratory mission and assist the Division Leaders by providing technical and administrative oversight to ensure compliance with nuclear facility requirements, Conduct of Engineering (CoE), and configuration management (CM) program requirements.

This is a shift-work position and may require working evenings, nights, weekends, holidays, and other non-traditional schedules to support operational requirements.

Responsibilities

• Ensure that technical deliverables comply with applicable federal, state, and local laws, regulations, codes, and standards.
• Assign qualified engineering resources to support projects being designed and implemented within the facility.
• Ensure all technical deliverables are developed in accordance with the LANL Conduct of Engineering (COE) policies and procedures.
• Resolve engineering assigned issues on time and within the allocated budget.
• Participate in forecasting staffing requirements, developing and managing budgets, monitoring performance, and initiating personnel actions when necessary.
• Ensure safety processes, policies, and practices are followed by assigned personnel to support worker and facility safety.
• Provide leadership to ensure nuclear engineering designs meet customer needs and expectations in a cost-effective, safe, and compliant manner.
• Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives.
• Assist the Group Leader in developing specific short-term and long-range plans and monitor progress to assure long-term objectives are attained and customer requirements are met.
• Ensure daily open communication with workers (including subcontractors) to promote an environment where workers feel comfortable bringing errors and issues to management attention.
• Lead process improvement efforts to address procedural, policy, and work process changes.
• Seek opportunities to enhance effectiveness and efficiencies of policies and procedures in effect at LANL.
• Assist the Group Leader in developing staffing plans, recruiting, hiring, and developing staff through training, mentoring, and qualification programs.

Requirements

• Demonstrated leadership and innovation in managing a multi-disciplined engineering organization.
• Prior experience managing technical teams and interfacing with other engineering disciplines.
• Experience leading a technical organization supporting nuclear facilities, including operations, maintenance, systems engineering, safety basis, and projects.
• Experience developing internal and external customer relationships to achieve customer satisfaction.
• Experience in negotiation with customers and support organizations, and resolving conflicts.
• Experience developing and implementing design-related processes, configuration management, engineering document control, schedules, and cost estimates.
• Demonstrated experience managing schedules and leading multidisciplinary teams.
• Working-level experience and knowledge of DOE Orders and Standards and the LANL Engineering Standards Manual related to nuclear facility engineering, maintenance, projects, and operations.
• Experience related to the development and implementation of in-house engineering standards, master specifications, and Conduct of Engineering for facility operations and maintenance.

Qualifications

• Bachelor of Science degree in engineering or related science, and 4 years of nuclear experience (degree may fulfill 3 of the 4 years of nuclear experience on a one-for-one time basis).
• Bachelor's Degree from an accredited institution and 5 years of related experience; or an equivalent combination of education and experience directly related to the occupation.
• A professional license (PE) in an engineering discipline from a recognized licensing board or certification as a Project Management Professional (PMP) is preferred but not required.

Desired Qualifications

• Demonstrated knowledge of LANL activities and nuclear operations, including project execution and management, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
• Understanding of US Government contracting or procurement methods/processes, specifically related to subcontract Architecture & Engineering agreements.
• Prior experience working for/with the DOE or DOD in an engineering capacity.
• Knowledge/experience of LANL Engineering Standards Manual, LANL Conduct of Engineering procedures, and DOE Orders and Standards related to nuclear facility design, construction, and project management.

Work Environment

Work Location: The work location for this position is onsite in Los Alamos, NM. All work locations are at the discretion of management.

Work Schedule: This position supports 24/7 facility operations and is intended for management oversight of the weekday shift (A Shift). The incumbent may be required to work occasional weekend shifts and support on-call assignments as needed. Depending on the position, additional compensation may be eligible due to the swing/shift schedule.

Position Commitment: Regular appointment employees are required to serve a period of continuous service (1 year) in their current position to be eligible to apply for posted jobs throughout the Laboratory.

Security Clearance

This position requires a Q clearance. Selected applicants will be subject to a background investigation and must meet eligibility requirements for access to classified matter. Obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance is ultimately a decision of the Federal Government.

This position is subject to DOE Order 426.2, which establishes entry-level requirements to ensure candidates can successfully perform the job requirements.

The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
