About the role

Tetra Tech is seeking an experienced Environmental Siting Lead to support and expand our routing, siting, and environmental permitting practice throughout New England. This position is ideal for a seasoned professional with experience leading utility, transmission, renewable energy, and infrastructure projects.

Responsibilities

  • Provide technical leadership for routing and siting studies, environmental permitting, agency coordination, public outreach, and project management.
  • Manage environmental planning efforts from project conception through permitting and construction support.
  • Conduct feasibility evaluations and identify permitting constraints and opportunities early in project development.
  • Manage multiple projects from initiation through completion, including scope, schedule, budget, staffing, and client communications.
  • Coverage of multidisciplinary teams consisting of environmental planners, biologists, engineers, GIS specialists, right-of-way professionals, and permitting specialists.
  • Ensure projects are delivered safely, on schedule, within budget, and in accordance with client expectations.
  • Support proposal preparation, work planning, cost estimating, and project forecasting.
  • Lead federal, state, and local permitting efforts throughout New England.
  • Represent clients before federal, state, and local agencies, planning commissions, utility boards, and public officials.
  • Coordinate preparation of permit applications, environmental documentation, technical reports, and responses to agency information requests.
  • Support public outreach efforts associated with utility siting and permitting processes.
  • Develop and maintain strong client relationships within the utility and infrastructure markets.
  • Participate in business development activities, client presentations, conferences, and industry events.
  • Mentor junior staff in routing, siting, environmental permitting, and project management.
  • Promote technical excellence, quality assurance, and continuous improvement across project teams.
  • Conduct activities in line with internal procedures, legislation, and industry standards.

Requirements

  • Bachelor's degree in Land Use Planning, Geography, Biology, Environmental Science, Engineering, or a related field.
  • Master's degree preferred.
  • 8–10 years of experience in utility project management, environmental permitting, routing, or siting.
  • Experience leading utility, transmission, renewable energy, or infrastructure permitting projects throughout New England.
  • Strong understanding of GIS applications for routing and siting analyses.
  • Experience interpreting and applying federal, state, and local environmental regulations.
  • Demonstrated project management experience, including management of project scopes, schedules, budgets, and multidisciplinary teams.
  • Excellent written, verbal, and presentation skills.
  • Strong organizational and problem-solving abilities.
  • Proficiency with Microsoft Office applications, including Excel, Word, and Microsoft Project.
  • Must possess a valid driver’s license with a clean driving record without restrictions and willingness to travel throughout New England.

Preferred Qualifications

  • Experience with the Massachusetts Energy Facilities Siting Board (EFSB).
  • Experience leading permitting efforts in Massachusetts, New Hampshire, and Connecticut.
  • Experience with electric transmission, substations, switching stations, renewable energy, and utility infrastructure projects.
  • Experience supporting Public Utilities Commission (PUC) applications and public outreach programs.
  • Experience representing clients before federal, state, and local regulatory agencies.
  • Experience with land use permitting, environmental review, and agency coordination.
  • Business development experience, including proposal preparation, client presentations, and account growth.
  • Experience mentoring junior staff and leading multidisciplinary project teams.
  • Strong technical writing and quality assurance experience.

Pay

Pay commensurate with experience. Pay Range: $130,000-$170,000 yearly Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience and demonstrated work experience in the above role; skills, certifications, and competencies that align to the specified role; geographic location; and education, as well as contract provisions regarding labor categories that are specific to the position.
