About the role

Texas Health and Human Services Commission requires the services of 1 Software Developer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Software Developer 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.

Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Responsibilities

• Researching, designing, implementing and managing software programs.
• Testing and evaluating new programs.
• Working closely with other developers, UX designers, business and systems analysts.

Requirements

• Experience in full stack development using .NET Core, C#, React JS, JavaScript, HTML, and CSS.
• Experience with SQL Server and relational database design, including data modeling, query optimization, and performance tuning.
• Experience in Oracle, including tasks such as performing data migration from legacy systems to SQL Server.
• Extensive experience with Power BI, including dashboards, paginated reports, and data transformations.
• Hands-on experience with cloud platforms (Azure preferred), including app services, storage, and security.
• Proficiency with CI/CD pipelines, Git, and DevOps tools.
• Knowledge of accessibility standards (e.g., Section 508).
• Experience converting legacy applications to web-based solutions.
• Experience in transforming and migrate legacy data to support the new solution.
• Experience Oracle data migration.
• Experience with cloud-based application development and deployment.

Qualifications

• Bachelor's degree in business, Computer Science, Information Systems, or a related field.
• 8+ years of experience supporting large-scale IT systems within government or regulated environments.
• 8+ years of experience with Agile/Scrum methodologies and participation in sprint planning, backlog refinement, and release activities.
• Experience in transforming and migrate legacy data to support the new solution.
• Experience converting legacy applications to web-based solutions.
• Experience in Oracle data migration.
• Experience working in Texas state agencies, healthcare, public sector.

• Strong analytical, problem-solving, communication, and collaboration skills.

Benefits

Terms of Service: Services are expected to start 08/01/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 168 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Pay

Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.

Schedule

The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested.
