Job Description

Cortina Solutions is seeking a high-impact Program Manager to lead and oversee the execution of a complex contract supporting the Naval Surface Warfare Center Panama City Division (NSWC PCD).

Responsibilities

• Leadership and coordination: Inspire and align cross-functional teams, fostering collaboration to achieve mission objectives while managing stakeholder relations.
• Program management: Oversee planning, execution, and risk management to deliver complex projects on time and within scope.
• Tech and operational input: Integrate technical expertise and operational insight to shape Modeling and Simulation (M&S), engineering, and tactics solutions to meet mission needs.
• Compliance and reporting: Ensure strict compliance with contractual, regulatory, and security requirements by maintaining transparent and accurate reporting.

Job Requirements

• Bachelor’s degree in engineering, computer science, information technology, or a related field. Advanced degree preferred.
• 10+ years of experience in technical or operational program management. Navy experience preferred.
• Strong knowledge of M&S and Tactics development to include mission, training, and engineering simulations; fleet certification and post-mission analysis; and concept of operations (CONOPS) development.
• Software development experience using languages such as C#, C++, React, Qt, Python, or MATLAB; proficiency in Agile or DevSecOps ecosystems is required.
• Familiarity with cybersecurity policies and frameworks, including Risk Management Framework development.
• Navy experience preferred.
• U.S. Citizenship is mandatory. Active DoD Secret clearance upon hire and ability to maintain this level of clearance during employment.

Preferred Qualifications

• Experience with Naval surface, littoral, special, and/or mine warfare operations, tactics development, and Fleet support.
• Knowledge of existing Navy Surface Warfare and Mine Warfare M&S tools.
• Familiarity with Quality Management System standards (e.g., ISO 9001:2015) and Safety Program implementation.
• Experience with training development and delivery for military personnel.

Primary Location

Panama City, FL. Travel (CONUS or OCONUS) may be required.
