NAVAL ARCHITECT

Duties

• Provide highly skilled engineering support and serve as a regional technical authority.
• Serve as Naval Sea Systems Command representative for shipboard and in-shop technical assistance on problems beyond the capability of organizational level, Intermediate Maintenance Level Activities, and ship repair facilities.
• Provide naval architecture services in connection with overhaul and repair of major ship classes such as aircraft carriers, cruisers, destroyers, frigates, and construction of small boats.
• Provide engineering guidance in accordance with established NAVSEA Technical Authority policy and generate engineering products regarding reliability, configuration, and system performance.
• Serve as a naval architecture expert for the activity, acting as a naval architect specialist for the Command, and performing as the advisor relative to the naval architecture field in theory and design.
• Perform detailed engineering analysis as necessary to solve ship alterations and other problems in the naval architecture field where such problems require the services of an expert troubleshooter.
• Provide guidance and approval as to the acceptability of proposed substitute material and components based on contractor’s and subcontractor’s plans for fabrication of the substitute.
• Determine acceptability of laboratory tests performed by contractors, and establishment of engineering requirements and test standards for contractual specifications.
• Coordinate complex alterations with other engineers and technicians within the activity.
• Serve as a specialist and technical advisor for review and approval of detailed working plans prepared by contractor engineering staff for ships structures and arrangements.
• Make oral and written reports on technical topics to engineering technicians, engineers, supervisors, shipbuilding specialists, planners, contractors, and Navy personnel.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to successfully complete a pre-appointment physical examination.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Shipboard investigation phase of a task involves considerable walking, climbing, and crawling in and around the equipment/system with marginal accessibility being a frequent problem.
• Standing for several hours at a time on hard steel decks also occurs regularly during ship visits.
• Required shipboard inspections expose the employee to moderate discomforts such as excessive heat, high climbing, and high noise levels.
• This position has been identified as one in which shift hours may be changed without three days advance notice and for periods of less than three weeks.
• May be required to conduct surface vessel/submarine at-sea trials and evaluations.
• Required to perform assigned duties at a variety of job sites within commuting area.
• Incumbent’s responsibility to transport oneself in an expeditious manner between job sites in the local area of the incumbent’s permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations.

Qualifications

Your Resume Must Also Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-11 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following:

• Experience providing expert naval architecture and engineering guidance in accordance with US Navy specifications and regulations or commercial equivalent.
• Experience generating naval architecture and engineering products regarding ship stability, structural assessments, repair, and modification.
• Experience demonstrating knowledge of US Navy Specifications and regulations or commercial equivalent pertaining to design, maintenance, and safety of naval architecture systems.
• Experience utilizing a high degree of innovation to troubleshoot and resolve complex problems in assigned ship equipment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

• Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
