About the role

The IOM Office at the United Nations (IOM-UN) is tasked with maintaining and strengthening IOM's relations with the United Nations (UN), diplomatic Missions, and non-governmental organizations, including through contributing to improving an overall understanding of migration issues, facilitating international policy dialogues on migration, and representing IOM and migration issues in conferences, meetings, and seminars.

Responsibilities

  • Contribute to the Peace and Humanitarian Team’s efforts to strengthen IOM’s engagement with the UN Peace and Security Pillar and humanitarian architecture.
  • Act as the thematic focal point on assigned issues related to Counterterrorism, Prevention of Violent Extremism, Youth Peace and Security, and Women Peace and Security.
  • Write reports, coordinate the development of tailored guidance for IOM Regional and Country Officers and draft and contribute to the development of programmatic and policy documents.
  • Prepare briefing materials and talking points for senior officials and provide technical advice and input on assigned issues to senior management.
  • Organize side events together with member states, UN and other partners, that strategically showcase IOM’s efforts, and comparative advantage in peace and security.
  • Cover files related to Prevention of Violent Extremism, Counterterrorism, Youth Peace and Security, Women Peace and Security as well as various country specific files.
  • Coordinate technical inputs to IOM’s engagement with the United Nations Global Counter-Terrorism Coordination Compact, including participation in relevant working groups related to preventing violent extremism, human rights and counterterrorism, gender and counterterrorism, and resource mobilization, among others.
  • Serve as the technical focal point for coordination with the United Nations Office on Counterterrorism and the United Nations Counter-Terrorism Executive Directorate (CTED) to facilitate partnership and collaboration on activities related to the prevention of violent extremism and border security governance.
  • Coordinate IOM’s technical and programmatic engagement on the Youth, Peace, and Security, and Women, Peace, and Security files.
  • Support the Peace and Humanitarian Team’s efforts to strengthen IOM’s engagement with the UN Peace and Security Pillar by participating in certain geographic Integrated Task Force meetings, coordinating inputs with IOM regional and country offices to support IOM’s participation and visibility in technical-level meetings, and assisting in responding to information requests about IOM’s peace and security related programmes in priority countries from UN Secretariat entities and permanent representations.
  • Organize and coordinate visits of IOM Chiefs of Mission and Senior IOM representatives, including meetings and engagement with UN Secretariat and UN headquarters counterparts while on temporary deployment in New York.
  • Contribute to identifying potential areas of engagement for IOM on priority issues within the Peace and Security Pillar, with a focus on peace and security-related policies and processes, including by monitoring developments related to the UNSC, DPPA-DPO, Peacekeeping Operations, and Special Political Missions, as well as member state positions and priorities.
  • Participate in and report on other UN meetings, UN inter-agency mechanisms and meetings of interest to IOM’s peace and security portfolio, such as the General Assembly, the Peacebuilding Commission, the Special Committee for Peacekeeping Policy (C34), the Commission on the Status of Women, the Economic and Social Council (ECOSOC), as well as events sponsored by New York-based think tanks and foundations covering issues related to UN Peace and Security.
  • Contribute to technical inputs to IOM policy discussions related to peace and security-related policies and processes, including through contributions to internal documents, discussions, and processes in coordination with the IOM Headquarters (HQ), and relevant Regional Offices (ROs) and Country Offices (COs).
  • Support and coordinate knowledge management activities of the Peace and Humanitarian Team, in close collaboration with other teams in the IOM-UN and HQ, including maintaining resource mobilization databases (e.g. PBF and TFHS), capturing lessons learned and best practices, and ensuring key documents are appropriately archived for reference purposes.

Qualifications

  • Master’s Degree in Political Science, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or, Bachelor’s degree in the above fields with seven years of relevant professional experience.
  • Experience in liaising with governmental representatives, diplomatic authorities, civil society organizations and UN entities;
  • Experience working in a multilateral system, preferable UN context, along with familiarity with the UN system and its main organs – including its agencies, funds and programmes;
  • Experience in the general area of migration, development, humanitarian crises and peace and security-related programming and policy issues;
  • Experience in organizing webinars/events in coordination with UN partners;
  • Experience in preparing presentations and a wide range of external outreach materials;
  • Experience with strategic planning, coordination;
  • Experience in knowledge management.

Skills

  • Excellent knowledge of the broad range of migration-related subject areas dealt with by the Organization, particularly forced and conflict-induced migration;
  • Excellent knowledge of the UN and bilateral donor programming, particularly the Peacebuilding Fund and Trust Fund for Human Security;
  • Excellent knowledge of the key UN policies and resolutions related to Peace and Security, including the Secretary-General’s Sustaining Peace Agenda;
  • Knowledge of IOM guidance and policies related to Peace and Security, including on conflict sensitivity;
  • Advanced ability to draft research, analysis, and policy documents for diverse audiences;
  • Ability to work effectively and harmoniously within a team of colleagues from varies cultures and professional backgrounds;
  • Ability to establish priorities and to plan, coordinate and monitor own work plan.
