About the Department

The Department of Social Services (DSS) comprises the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City through innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency. Information Technology Services (ITS) is DSS’s technology services organization, supporting the daily, emergent, and long-term needs of both agencies.

ITS creates and enhances technology infrastructure and computer applications that support HRA and DHS, including client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue-producing computer matches, claiming systems, and personnel systems.

About the Role

The Information Technology Services (ITS) team is recruiting an IT Project Specialist to function as a Middleware Developer. In this role, you will:

• Develop, integrate, test, deploy, and support middleware applications using object-oriented techniques, industry standards, and design patterns with technologies such as JAVA, IBM’s JAVA-based Extended Structured Query Language (ESQL), IBM Integration Toolkit, IBM MQ Explorer, and Oracle SQL Developer.
• Run performance analysis, design, documentation, review, and validation of software requirements and technical specifications for middleware applications using tools like Atlassian Jira, Atlassian Confluence, IBM Integration Toolkit, IBM MQ Explorer, and Oracle SQL Developer.
• Manage effective communication of tasks and project status to the development team, supervisors, executive management, and other key stakeholders through meetings and written documentation.
• Develop, maintain, and support databases and information systems in middleware environments by defining data structures, reviewing queries, and managing database objects.
• Prepare and identify technical tasks, delivery timelines, and project risks with the project team.
• Provide technical expertise and support to end-users of middleware applications and document trouble tickets in the agency’s IT service management system.

Qualifications

Minimum qualifications include one of the following:

• A baccalaureate degree from an accredited college in computer science, engineering, human-computer interaction, interactive media, digital and graphics design, data visualization, communication, or a related field, plus four years of full-time experience in a relevant specialization.
• An associate degree from an accredited college in the fields listed above, plus six years of full-time experience in a relevant specialization.
• A baccalaureate degree from an accredited college in any field, plus eight years of full-time experience in a relevant specialization.
• Education and/or experience equivalent to the above.

Preferred Skills

• Hands-on development experience with IBM App Connect Enterprise (ACE), including message flows, YAML configuration, ESQL, and node types such as Compute and Java nodes.
• Strong experience with IBM MQ and messaging architecture, including queues, channels, clustering, and common messaging patterns.
• Proven experience migrating integrations from IBM Integration Bus (IIB) to IBM App Connect Enterprise (ACE), including remediation, testing, and deployment.
• Solid understanding of RESTful and SOAP web services, XML/JSON transformations, and API-based integration patterns.
• Working knowledge of IBM DataPower and/or IBM API Connect.
• Proficiency in Oracle SQL and developing database-backed integration services.
• Experience using Azure DevOps, ServiceNow, and other work tracking/ITSM tools, with a strong understanding of structured SDLC practices.
• Excellent technical documentation skills, including technical design specifications, implementation guides, and operational runbooks.
