About the role

The Oregon Department of Environmental Quality (DEQ) is seeking a Medium and Heavy Duty Grants and Fleet Support Analyst to join the Air Quality Division. This position supports the implementation of grants aimed at reducing nitrogen oxide (NOx) emissions, greenhouse gas emissions, and other air pollutants from medium and heavy duty diesel engines.

Responsibilities

  • Support the implementation of Oregon’s Volkswagen (VW) Environmental Mitigation Fund, CERTA Clean Trucks grant, CHDV grant, and DERA grant.
  • Administer and track grant-funded projects, including evaluating and approving diesel mitigation projects.
  • Provide technical assistance to eligible fund recipients, particularly fleet owners and operators.
  • Facilitate fleet transition planning and implementation, including supporting the transition to cleaner diesel and zero-emission vehicles.
  • Monitor and evaluate program progress to ensure emissions reductions, timelines, and agency goals are met.
  • Conduct in-depth evaluations of program operations, research, and adapt or create new procedures to solve program issues.

Requirements

  • Minimum 5 years of experience coordinating or administering a program.
  • Bachelor’s degree in business or public administration, behavioral or social sciences, environmental science, or a closely related field may substitute for 3 years of experience.
  • Master’s degree in business or public administration, behavioral or social sciences, environmental science, or a closely related field may substitute for 4 years of experience.
  • Doctorate degree in business or public administration, behavioral or social sciences, environmental science, or a closely related field may substitute for 5 years of experience.

Qualifications

  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities.
  • Experience analyzing data and financial information to oversee program implementation.
  • Experience working with medium- and heavy-duty vehicle fleets, including providing technical assistance and support related to fleet transition planning, vehicle electrification, charging infrastructure considerations, operational impacts, and funding or incentive opportunity identification.
  • Experience facilitating meetings and building relationships with diverse groups of partners, including managers, colleagues, interested parties, communities, organizations, regulated entities, and businesses.
  • Experience with project management processes and best practices, including organizing, planning, tracking deadlines, identifying potential problems, recommending solutions, and coordinating work of others.
  • Experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues.
  • Highly motivated; a willingness to take initiative; ability to work creatively to find solutions; innovative; and excellent problem-solving skills involving detailed thinking for solving complex issues.
  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy, program, or technical information tailored to diverse audiences.

Pay

This is a full-time, AFSCME represented position with a competitive salary based on qualifications and experience.

Schedule

The position is based out of DEQ’s Headquarters office in Portland, with the possibility of hybrid work arrangements. Occasional travel may be required for meetings, conferences, trainings, and seminars.
