Medical Subject Matter Expert (SME) -ON-CALL

ICF is seeking an hourly Medical Subject Matter Expert (SME) to support project needs related to child and family medical care for families and children detained or in facility placement due to their immigration status. This role focuses on staff training and the inspection process for family and adult residential centers, as well as short and long-stay juvenile facilities, to ensure compliance with ICE residential/detention standards of care.

The Medical SME will apply their expertise to support the Juvenile Family Management Division (JFMD), a high-level operational unit within ICE dedicated to managing issues related to noncitizen minors, young adults, and families. JFMD enforces immigration laws while developing policies, tools, and training materials sensitive to the needs of this population, in coordination with federal partners.

This role includes administering an independent compliance program inspecting family residential centers and juvenile facilities. Travel to inspection sites, primarily in Texas, is required. The position requires approximately 24-32 hours per month, with variability based on project needs, including potential 3-day inspections with travel.

Responsibilities

• Provide subject matter expertise to the JFMD project as part of preauthorized hours.
• Support facility trend analysis related to medical and health standards as requested.
• Report serious compliance issues or life/safety concerns immediately to the inspection lead when onsite.
• Conduct subject matter-specific inspections, either in person or virtually, as authorized by the COR and directed by the ICF project lead.
• Provide technical assistance to accomplish JFMD’s goals for child and family service programs.
• Prepare briefings (PowerPoint format) of compliance reviews as requested.
• Develop, review, and update JFMD resources, including handbooks, policies, and procedures.
• Assist with monthly and annual compliance reports using a format provided by the ICF project lead.
• Provide special reports as requested by the ICF project lead.
• Recommend improvements to the JFMD inspection and TTA process.
• Suggest enhancements to project-related processes for training or inspections concerning medical/health services.
• Develop, review, and update inspection tools for programs as requested.

Requirements

• Master’s degree in public health or a related field.
• At least 10 years of experience providing medical health services to diverse populations, including adolescents and children.

Preferred Qualifications

• Knowledge of migrant/refugee issues, particularly related to migrant families and unaccompanied children.
• Prior work experience in a consulting environment.

Pay

The pay range for this position based on full-time employment is $81,499.00 - $138,549.00.
