Materials Handler

Responsibilities

• Receives, stores, and assembles for issue, shipment, and distribution, a wide variety of materials using mechanized, automated, and manual material moving equipment.
• Receives, unloads, and processes incoming shipments; checks accompanying documentation against container or packing labels.
• Reports over, short, misdirected, or damaged materials following established procedures.
• Assembles items for shipment in the loading area according to shipping requests and checks the condition of shipping containers prior to loading.
• Ensures shipments are properly loaded onto the correct conveyances.
• Counts types and quantities of items during inventories and maintains tally listings; recounts or searches other storage locations to assist in determining discrepancies.
• Operates material handling equipment such as standard forklifts (up to 15,000 pounds), warehouse tractors, stock selectors, or general-purpose vehicles.
• May pack and/or repack items using a variety of standard packing materials, methods, and techniques.

Requirements

• Must be a U.S. citizen.
• Appointment is subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
• Non-Exempt under the Fair Labor Standards Act (FLSA).
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• Bargaining Unit Status: Yes.
• Pre-Employment Physical: Required.
• Must be able to obtain and maintain licenses and/or certifications required by the installation, federal, state, and local laws, including a Material Handling Equipment (MHE) license and a valid state driver’s license for government vehicles.
• Must be able to obtain and maintain required hazardous materials handling certifications.
• Selectees must have a REAL ID or other acceptable identification documents to access certain federal facilities.
• This position may be used to fill various shifts within DLA Distribution Richmond, VA.

Qualifications

Applicants will be rated based on the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. While no specific length of time or experience is required, you must meet any screen-out element listed and demonstrate through experience and training that you possess the necessary knowledge and skill to perform the duties at the level for which you are applying. Emphasis is placed on the quality of experience, not necessarily the length of time.

The screen-out element and minimum qualifications for this position are: performing common tasks of the job under close supervision, such as receiving guidance on assignments regarding where and how identified items are to be received, stored, and maintained.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Efforts

• Performs work on various surfaces including dirt, wooden, asphalt, and concrete floors.
• Required to walk, stand, stoop, bend, and work in uncomfortable or tiring positions.
• Must be able to lift and carry supplies and materials weighing up to 40 pounds; heavier items are moved with equipment or assistance.
• Required to open and close boxes, cartons, bags, and other containers to inspect and count contents.
• Moderate physical effort is required in operating forklift trucks and adjusting loads.

Working Conditions

• Work is performed inside and outside in various warehouse environments (wood frame, Quonset, concrete).
• May work in areas that are hot, cold, damp, drafty, poorly lighted, dirty, dusty, or greasy.
• May work outdoors in bad weather on open docks and storage yards.
• Frequently exposed to risks such as cuts, scrapes, bruises, broken bones, falls from ladders, or injuries from equipment like forklifts.
• May require wearing protective clothing such as hard hats, steel-toed shoes, rubber gloves, masks, and rubber aprons.

• This position does not meet criteria for appointment of Reemployed Annuitants.
