Markings Project Manager

The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility, and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on the expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6,300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).

About the role

D&C seeks an experienced and motivated candidate to support the Bus Action Plan with a primary focus on implementing citywide bus priority and bus passenger safety efforts supporting Vision Zero initiatives. These include protected bus lanes, bus loading areas, bus islands, and other bus priority infrastructure. The Markings Project Manager will coordinate the implementation of bus priority projects to deliver safety improvements while supporting Street Improvement Projects and maintaining a state of good repair across the broader transportation network. The role emphasizes program coordination, process controls, and cross-unit collaboration to support all Vision Zero objectives.

The successful candidate will manage all aspects of the Bus Action Plan, including projects associated with resurfacing, Street Improvement Projects, and other capital and operational initiatives. Working closely with the Deputy Chief of Construction, the candidate will establish standards and workflows, balance workloads, monitor project performance, and support training and knowledge-sharing to ensure consistent project delivery. Additional responsibilities include:

• Coordinating bus priority projects with resurfacing programs
• Participating in interagency and internal meetings
• Working with Borough Commissioners’ offices, agency leadership, planning units, contractors, and in-house staff
• Assisting in managing multiple projects, ensuring work is properly assigned, prioritized, and tracked to meet all performance targets and Key Performance Indicators, with particular emphasis on expanding a safe, fast, and reliable bus network

The ideal candidate should lead collaboratively, communicate effectively, and support staff development while maintaining a strong focus on accountability and continuous improvement.

Requirements

A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

• A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or
• A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described above; or
• An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described above; or
• A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described above.

Special Note: In addition to meeting the minimum Qualification Requirements above:

• To be assigned to Assignment Level II, the candidate must have an additional year of experience as described above.
• To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described above.

Skills

• Proficiency in ArcGIS, Microsoft Word, Access, PowerPoint, Excel, and Adobe Creative Suite
• Knowledge of traffic calming, urban design, pedestrian-oriented design, complete streets, and project management
• Excellent writing, editing, and oral presentation skills
• Possession of a driver's license valid in the state of New York with no restrictions (must be maintained throughout employment)

Pay

Less than 2 years of City Service - New Hire Rate: $66,330.00
2 or more years of City service - Minimum Incumbent Rate: $76,279.00
Salary range: $66,330.00 – $90,551.00

Schedule

35 hours per week. This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
