About the Role

The Operations Program Manager is responsible for coordinating all Operations activities on a program, including flowing program requirements down from the product line and program manager to all Operations functions. Key focus areas include Manufacturing, Facilities, and Supply Chain relationships, with an emphasis on managing cost and schedule in development or full-rate production environments.

This role supports program execution, non-recurring engineering phases, proposal activities, and early involvement in development and transition-to-production programs. You will engage heavily with Manufacturing, Supply Chain, Finance, and Engineering to ensure product delivery meets internal and customer requirements while adhering to schedule and cost expectations.

Responsibilities

  • Serve as Cost Account Manager for all Operations estimates, managing performance against the baseline program plan by monitoring quality, schedule, cost, and technical performance.
  • Accurately forecast labor and material to meet financial commitments.
  • Manage manufacturing/operations portions of development, production, and sustainment programs, potentially supporting multiple programs/customers.
  • Own and manage Manufacturing plans, including capabilities, staffing, and capital/capacity.
  • Develop, execute, and monitor plans supporting the Business Operating Plan.
  • Ensure all deliverables meet contractual requirements (specifications, cost, schedule, etc.).
  • Promote teamwork among personnel supporting program phases and create partnerships with cross-functional leaders.
  • Drive standardized practices across portfolios to support operational continuity and consistent delivery.
  • Align Manufacturing execution with Program and Customer requirements while adhering to internal processes.
  • Work with the production team on capability transitions (Development/Sustainment).
  • Resolve issues requiring Supplier, Program, or Customer action, acting as a liaison between parties.
  • Serve as the Operations Leader for Customer/Program requirements, supporting on-site visits, factory tours, and meetings.
  • Support factory compliance requirements and partner with cross-functional leaders on internal and customer-driven audits.
  • Identify and mitigate technical and schedule risks, contributing to the Program Risk and Opportunity Board.
  • Champion a Zero-Defect Culture through Root Cause Corrective Action, Corrective Action Review Board, Metric Analysis, Kaizen Events, and Six Sigma projects.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships across departments, business units, and the company.
  • Perform other duties as necessary.

Requirements

  • BS/BA in a related field plus 4 or more years of related experience. Higher-level degrees (Master’s or Ph.D.) may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from an accredited institution.
  • Earned Value Management or Control Account Management experience.
  • Manufacturing background.
  • Ability to lead in a cross-functional team environment with a customer-focused approach and aptitude for continuous improvement.
  • Demonstrated success in implementing lean manufacturing, yield management, and supply chain initiatives.
  • Excellent diplomatic, communication, presentation, and negotiation skills.
  • Ability to manage and report project status within a project management discipline.
  • Ability to provide strategic contributions while executing tactical objectives.
  • DoD Interim Secret clearance required to start; must be eligible and willing to obtain and maintain clearance, including higher-level clearances or access with Polygraph if required by program.

Preferred Qualifications

  • BS in Engineering, Business, Finance, Operations Management, or Supply Chain Management.
  • Experience in supplier selection, development, and Sales, Inventory, & Operations Planning (SIOP).
  • Aerospace manufacturing experience.
  • Demonstrated experience supporting product development and New Product Introduction (NPI) into stable production environments.

Pay

Full-Time Salary Range: $97,008 – $164,914. Individual salaries are determined by factors including business considerations, local market conditions, internal equity, and candidate qualifications such as skills, education, and experience.

Schedule
