Managing Federal Accounting Consultant

Projects are dynamic and require self-motivated individuals who can develop solutions independently or within a team of skilled professionals. Team members interact with senior client management and enhance skills in technical competency, business development, client service, leadership, project management, and people development. This role supports a Government agency within the homeland security enterprise, with opportunities to expand to other national security-related organizations.

Responsibilities

  • Conduct comprehensive research and analysis of technical and general ledger accounting, and prepare federal financial statements and notes.
  • Read, interpret, and develop financial management regulatory and/or accounting guidance and procedural documents.
  • Verify the accuracy, completeness, and validity of accounting functions/transactions, including fund balance with Treasury, accounts receivable, obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, earnings, collections, eliminations, and journal vouchers.
  • Prepare and review documents from varied sources for accuracy, validity, expenditure limitation, and correct accounting data; balance and maintain subsidiary ledgers; perform reconciliations such as un-liquidated contractual obligations, fund balance with Treasury, accounts receivable, unfilled customer orders, and other USSGL accounts.
  • Develop point papers, briefing materials, and graphical presentations; make formal oral presentations to all levels of government personnel.
  • Educate and inform management on alternatives for delivering financial and operational services.
  • Research and implement best practices to remediate and advise on audit findings and internal control deficiencies.
  • Provide clear technical direction and guidance to lower-level personnel, as applicable.
  • Research and implement best practices to recommend improved business processes (operational and transactional).
  • Assess financial implementations against audit readiness criteria, including system architecture, business process design, customizations, data quality, interfaces, cutover readiness, and reporting.
  • Review to-be process documentation and risk control matrices to identify nonstandard or outdated processes and recommend standardized solutions.

Requirements

  • Must be able to obtain and maintain a Federal or DoD "Public Trust"; candidates must obtain approved adjudication prior to onboarding. Candidates with an active Public Trust or Suitability are preferred.
  • Bachelor’s degree.
  • Six (6) years of experience in finance, accounting, financial management, audit, or a related financial field.
  • Recognized as an expert in your specific field(s), with experience conducting studies, analyzing findings, and making recommendations on substantive operating programs. This includes applying qualitative and quantitative analytical techniques, understanding mission and organizational work processes, and developing guidance on management and methods improvement.
  • Strong qualitative, analytical, and conceptual problem-solving skills.
  • Proven ability to lead and motivate others.

Qualifications

  • Willingness to learn and participate in business development activities and internal firm objectives.
  • Experience working directly with the Department of Homeland Security (DHS).
  • Experience analyzing and assessing financial system modernization impacts throughout the program lifecycle.
  • Certified Public Accountant (CPA) or other federal financial management/accounting certification (e.g., Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM)).
  • Clear written and verbal communication skills to document decisions, issues, and report outcomes.
  • Ability to support stakeholders in a fast-moving, multi-vendor/stakeholder environment.
  • Strong abilities in tracking action items, closing the loop, and following through without repeated prompting.
  • Familiarity with working with large datasets and source systems.
  • Federal financial awareness.
