For more than 55 years, Family Health Centers of San Diego’s (FHCSD) mission has been to provide caring, affordable, high-quality health care and supportive services to everyone, with a special commitment to uninsured, low-income and medically underserved persons. FHCSD is one of the top 10 largest federally qualified health centers (FQHCs) in the country, operating more than 90 sites across San Diego County, including primary care, behavioral health, physical rehabilitation, dental, vision, substance use treatment, mobile medical units, and urgent care centers. Our staff provides care to over 227,000 patients annually, with 91% low-income and 29% uninsured. Services include adult care, chronic disease management, pediatrics, women’s health, dental, vision, case management, physical rehabilitation, speech therapy, vaccinations, infectious diseases, behavioral health, substance use counseling, and specialty services such as cardiology, podiatry, endocrinology, and dermatology. FHCSD also offers supportive services for unsheltered individuals and is the largest community clinic provider of health care to the uninsured in San Diego County.

About the Role

This position is responsible for the day-to-day functioning of the Pediatric Development Services (PDS) department programs and services. The Manager, Regional Services oversees all services and personnel scheduled at assigned sites, coordinates with other PDS managers and program partners, and ensures alignment with health center goals.

Responsibilities

  • Assist in integrating Pediatric Developmental Services programs and reinforcing the use of FHCSD resources.
  • Facilitate and present materials for multi-disciplinary case reviews, staff meetings, and operational meetings.
  • Support staff development through coaching, performance feedback, onboarding, and training follow-up.
  • Build positive relationships, inspire high performance, and prepare career development plans.
  • Administer disciplinary action as needed and ensure adherence to program, department, and agency guidelines.
  • Conduct quality assurance activities, including compliance with grant-funded service guidelines and appropriate client referrals.
  • Ensure smooth and efficient service flow, including intake and referral processing for families.
  • Facilitate linkage and integration of core services for the program.
  • Develop efficient systems for case management, grant compliance, and quality service.
  • Oversee recruitment, training, and performance management of department staff.
  • Manage scheduling functions to ensure full provider and specialist schedules.
  • Maintain safe, clean, organized, and patient-friendly facilities.
  • Develop and implement protocols, documentation, and strategies for improved service flow.
  • Participate in continuous improvement activities using Lean tools (e.g., 5S, A3).
  • Engage in organizational and programmatic long-term planning and regulatory compliance (e.g., Joint Commission, DHS, OSHA).
  • Assist in budget development and management for assigned sites.
  • Lead outreach and marketing strategies, including community presentations and relationship-building with agencies.
  • Perform other duties as assigned by Program and Department Directors.

Requirements

  • Minimum Bachelor’s Degree (Master’s preferred) in health and human services, Child Development, Psychology, Public Health, Early Childhood Education, Social Work, or a related field.
  • At least 3 years of progressively responsible experience in child health, development, or related areas.
  • At least 3 years of supervisory or managerial experience.
  • Documented track record in program implementation, evaluation, and oversight.
  • Experience overseeing child development, health, or education-related programs/services.
  • Cultural and linguistic sensitivity to populations served; experience with medically underserved communities.
  • Strong knowledge of supervisory practices, performance management, and employee development.
  • Excellent verbal, written, and listening skills.
  • Strong analytical and critical thinking skills.
  • Travel between sites is required; must have a car, valid California driver’s license, and proof of insurance.
