Supervises procurement professionals and leads and executes high value and/or high volume, strategic or otherwise complex procurements under the general direction of Procurement & Logistics Department senior management.
Solicitation & Contract Management Responsibilities
- Manages a small team of procurement professionals in the execution of a portfolio of procurement projects, to manage solicitations and contracts.
- Generates and reviews solicitations (Requests for Proposals (RFPs) and Invitations for Bids (IFBs)).
- Tracks procurements through the Board process to contract award.
- Covers contract approval and execution.
- Manages contracts and associated change throughout the life cycle, including:
- Managing contract changes, disputes, and claims.
- Performing contract administration.
- Tracking change orders through the Board process to execution.
- Ensuring compliance with all agency, FTA, and State statutes, regulations, and policies.
Systems of Record
- Affirms all work is conducted within the currently approved systems of record or, where manual processes are employed, that documents are properly maintained in conformance with document control policies.
- Provides feedback and input on planned or new systems.
Training Responsibilities
- Seeks out and gains training to increase proficiency in procurement, procurement categories, or other appropriate topics.
- Ensures team members are current with all required training and engages in development for future roles within the department and beyond.
- Develops and/or delivers training where needed to advance the transparency and efficiency of the department.
- Affirms all team members have Development Plans, Goals, and Rated Accomplishments.
Leadership Responsibilities
- Identifies, distributes, and balances the team’s workloads and tasks in accordance with established workflow policies and procedures, skill levels and/or specializations.
- Expands category expertise horizontally or vertically in procurement and encourages the development of team members’ expertise.
- Manages team members including coaching, mentoring, advising, career development, and succession planning.
- Reviews, corrects, and provides feedback on the work of the Manager’s team or work performed under Manager’s direction by other contributors.
- Collaborates with and advises colleagues on a regular basis to continuously improve the Procurement & Logistics Department.
- Provides advice to the leadership of the Procurement & Logistics Department as a member of the Procurement & Logistics Management Team.
Other Responsibilities
- Plans, assigns, tracks, reports on team activities with the end result being professional, transparent, efficient execution of duties.
- Collaborates with customers and client departments on their procurements.
- Develops and maintains professional working relationships between the Manager’s team and key business partners to fully understand business needs, plan for future work, advise on engagement with procurement, and mitigate interdepartmental problems.
- Plans, prepares, leads, and organizes customer service meetings for clients within the team’s portfolios. Runs reports to track the team’s progress in order to ensure deliverables and timelines are met.
- Considers and promotes strategic solutions to create efficiencies and greatest value for NJTRANSIT and promotes DBE considerations in such Strategies.
- Works on special projects assigned by the Director or Senior Director.
- Performs other duties as assigned by Procurement Leadership.

Education, Experience and Qualifications
- Bachelor’s degree and 10 years of related experience. One year of closely related work experience can be substituted for each year of education required.
- Master’s degree, Professional License, or Certification preferred. Master's degree may be allowed to replace 1 years of experience.
- Demonstrated experience managing a team of professionals.
- 4 years of experience within the procurement category; construction and project management.
- Public Procurement Processes preferred.
Knowledge and Skills
- Technology: Must be able to work proficiently in the following Systems of Record: ECMS, Microsoft Office Suite (Outlook, Access Databases, Excel Spreadsheets, Word, PowerPoint, Project, Teams), Adobe, Oracle ERP, Kronos, Bid Express, and other systems in use or under development. Systems may change over time.
- Communication: Must be able to perform active listening and have excellent written and verbal communication skills required. Must be able to develop and deliver executive and board level presentations.
- Leadership: A demonstrated track record of interacting with executive leadership and managing other professionals is required. A demonstrated track record of implementing strategic solutions that advance the interests of the enterprise.
- Procurement: Must be able to use KPIs. Must have experience with scheduling and cost analysis. Must have experience with Strategic Sourcing or Supplier Relationship Management. Must be proficient in Contract Writing and Negotiations. Must understand the regulatory and statutory basis for public procurements.
