About the role

This position is housed within the Asset Management department, which monitors long-term physical, financial, operational, and administrative compliance for IHDA-assisted developments. The Manager – Physical Inspection oversees the Contract Administration team, coordinating operations and compliance with internal teams and external partners to ensure the long-term physical condition and contractual compliance of IHDA-assisted developments.

The team’s core responsibilities include:

  • Overseeing physical inspection compliance, including in-house inspectors and third-party vendors
  • Administering Section 811, SRN, and Mod-Rehab contracts
  • Managing data integrity, reporting, and system workflows across IHDA platforms

Responsibilities

  • Analyze risk and regulatory requirements to develop and maintain a schedule and assignments for required physical inspection activities in coordination with the Assistant Director – Contract Administration
  • Provide on-site presence at IHDA-financed developments conducting quality assurance, leading training, and supervising staff and/or vendors (approximately 15-20% travel)
  • Train, supervise, and assess performance of Physical Inspection staff to ensure consistency with IHDA standards and compliance requirements
  • Administer third-party inspection vendor contracts, including onboarding, performance metrics, inspection reviews, quality control, contract monitoring, vendor payments, and communication
  • Assign inspections to in-house and contracted inspection personnel, ensuring consistency in reporting, regulatory alignment, and performance
  • Oversee quality assurance (QA) of physical inspections through data review, staff debriefings, and supervisory coordination
  • Manage compliance filing process, including IRS Form 8823 preparation, extension approvals, and timely submission
  • Maintain data integrity across IHDA-designated systems by enforcing standards for accurate and timely entry of inspection activity
  • Develop and maintain a strong working relationship with USDA Rural Development staff for coordination and information sharing
  • Serve as a liaison for program auditors and audits in cooperation with the Assistant Director, Contract Administration
  • Develop and recommend policy and procedure changes based on internal/external audit findings
  • Participate in pre-closing, closing, pre-occupancy, post-closing, loan monitoring, watchlist, and delinquency meetings
  • Appropriately refer troubled properties to the Portfolio Risk Management group
  • Perform additional duties as assigned

Requirements

  • Bachelor’s degree required (experience may be substituted at the discretion of the Asset Management department)
  • At least 5 years’ experience conducting inspections, bid reviews, and physical needs assessments for Federally-financed affordable multifamily rental housing developments
  • At least 3 years of supervisory experience
  • Proficiency in National Standards for the Physical Inspection of Real Estate (NSPIRE) and Real Estate Assessment Center (REAC)
  • Thorough knowledge of funding sources/programs such as LIHTC, HOME, Section 8, Risk Share, Tax Exempt Bonds, and Illinois Affordable Housing Trust Fund (desired)
  • Proficiency in Microsoft Office Suite and HUD inspection software, including REAC; experience with inspection software, preferably INSPECTCHECK
  • General physical inspection, NSPIRE, and REAC training (required within one year or earliest available date)
  • NSPIRE and REAC certifications (required within one year or earliest available date)
  • Valid Driver’s License and access to a personal vehicle with appropriate insurance
  • Moderate travel (15-20% annually)

Pay

Salary range: $94,997.50 - $118,746.88

Schedule

Flexible scheduling available upon completion of a six-month probationary period.
