NMTC Portfolio Management

• Loan Monitoring – Responsible for ongoing asset management of a portfolio of transactions utilizing LIIF’s NMTC product, including construction loan monitoring and draw approvals.
  • Develops relationships with borrowers and conducts regular loan monitoring reviews.
  • Prepares credit reviews for each loan on a regular schedule, evaluating borrower/sponsor financial condition, operating performance, and compliance with NMTC program requirements.
  • Makes risk analysis and risk rating recommendations to senior management.
• Construction Disbursement Management – Reviews and approves construction draw packages, ensuring compliance with loan documentation, budget, and timelines.
  • Monitors construction budget and timeline, taking proactive steps to support on-time and on-budget project delivery.
  • Conducts regular site visits and prepares site visit reports.
• Site Visits – Conducts regular site visits across a national portfolio and prepares site visit reports for loans in their portfolio.
  • Collaborates with construction teams and manages budget line-item reallocation.
• Loan Extensions and Modifications – Works with borrowers to assess the necessity, feasibility, and creditworthiness of loan extensions or modifications, and makes and supports recommendations.
  • Communicates findings to senior management.
• Non-performing Loans – Manages special attention or non-performing loans, including conducting site inspections, appraisals, and borrower/project financial analyses.
  • Participates in developing loan restructuring strategies and alternatives.
  • Maintains compliance with loan restructure agreements and prepares monitoring reports and action plans.
• Portfolio Data Collection and Reporting – Collects portfolio credit data and analysis in support of audits and reports managed by Finance and Originations teams.
  • Collaborates with CDFI Fund compliance staff.
• NMTC Unwinds – Leads the formal unwind process for NMTC transactions, involving legal counsel, securing internal credit and business approvals, and negotiating legal documents.
  • Works closely with legal counsel.

NMTC Program Management

• Reporting Efforts – Leads LIIF’s reporting efforts to the CDFI Fund, including management of LIIF’s NMTC-related IT system and engagement with CDFI Fund compliance staff.
  • Completes annual transaction-level reporting to the CDFI Fund.
  • Collaborates with other NMTC Allocatees on impact data.
• Pipeline Development and Deal Closings – Attends industry events/conferences and assists in pipeline development for the NMTC award application.
  • Supports deal closing documentation, including NMTC compliance and Community Benefits Agreements and Multi-CDE Agreements.
• NMTC Award Application – Assists the NMTC and Impact Investing teams with the annual NMTC award application to the CDFI Fund, through collection and analysis of community benefits information and outcome data.
  • Collaborates with CDFI Fund compliance staff.
• Advisory Board – Assists in preparing and presenting materials to the NMTC Advisory Board.
  • Collaborates with other NMTC Allocatees on impact data.
