Position Summary

The Clinical Lab Quality Manager is responsible for coordinating the activities of all laboratory personnel, instrumentation, and supplies that are used to perform Clinical Laboratory and Pathology Services. They ensure regulatory standards are maintained, operational policies are adhered to, and annual objectives are accomplished. Reporting to the Sr. Director, Clinical Operations and Strategy, they also report to the Laboratory Medical Director.

Essential Duties And Responsibilities

  • Ensures organizational continuity/compliance within the limits authorized by policies, procedures, and budgets.
  • Fulfills the Mission of Martin Luther King Jr. Community Hospital and demonstrates behavior consistent with the Core Values and supports the MLKCH strategic plan and quality improvement program.
  • Affirms all laboratory regulatory requirements to ensure full compliance with CLIA, CAP, CDPH, TJC, OSHA, AABB, and California Lab Licensing standards and equipment installation and quality control standards.
  • Directly supervises phlebotomy, microbiology, and pathology staff.
  • Maintains all laboratory licenses for hospital laboratory and outpatient licensure (as necessary).
  • Completes employee performance evaluations in a timely manner and reviews job-specific performance standards annually.
  • Manages department financial resources to achieve budgeted goals and productivity targets while maintaining financial and competitive viability.
  • Demonstrates knowledge of Performance Improvement Process through real-time development and leadership abilities through people management and skills.
  • Assesses data, various options, and scenarios before taking decisive action aligned with overall objectives and collaborates proactively with peers and colleagues to facilitate appropriate program changes and mitigate confusion and crisis.
  • Administers all aspects of hospital personnel policies as related to non-physician personnel (interviews, promotion, hiring, and termination).
  • Plans and delegates staff schedules, programs, and evaluations.
  • Ensures safety procedures are properly followed.
  • Develops and implements departmental plans in support of the hospital's strategic plan.
  • Affirms a continual state of readiness for all licensure and accrediting agencies including TJC, CAP, and CDPH.
  • Supervises the documentation of Quality Control and Quality Improvement plans.
  • Captures departmental purchases by investigating and negotiating proposals/bids for instruments, supplies, etc.
  • Affirms measurable turnaround times for laboratory testing.
  • Maintains employee competency levels.

Position Requirements

  • Minimum four (4) years experience as a Clinical Laboratory Scientist that includes at least two years (2) years of clinical leadership experience required.
  • Minimum of a graduate from a college or university as a Clinical Laboratory Scientist (CLS) or Biological Science. Completion of an intern or formal training program subsequent to the completion of a Bachelor’s of Science Degree required.
  • Current California Clinical Lab Scientist (LIC, CLS) License required.
  • Must have evidence of basic knowledge in computer, purchasing, contract negotiations, and financial skills.
