Responsibilities
- Develop, implement and enforce policies, procedures and objectives for the efficient expectation of a compliant procurement organization system and activities.
- Maintain and monitor the implementation of the approved and compliant procurement system.
- Reporting on methods to improve efficiency and quality of services, and to reduce the vulnerability to fraud, abuse, and waste within the procurement organization.
- Periodically reviewing and revising the policies and procedures in light of changes to the organization, the Federal Acquisition Regulations (FAR) and modifications to the prime contract.
- Ensure the procurement personnel are current on their delegation of procurement authorities and that personnel maintain their delegation of procurement authority within the compliant procurement system.
- Cook with legal matters involving procurement policies, claims, protests, disputes, labor and terms and conditions with the Legal Counsel and Labor Relations.
- Conduct compliance reviews of all procurement activities that require the Legal Counsel and Contracting Officer reviews and provide recommendations for improvement or corrections needed.
- Conduct monthly post award file reviews for tracking and trending of issues/corrections and provide feedback on the necessary training of procurement personnel.
- Respond to government audits and investigations as the primary point of contact for the Procurement organization.
- Provide input to corrective actions resulting from audits, independent and management assessments and tracking the corrections to completion.
- Implement and maintain current written policies, procedures and standards of conduct for the Procurement organization.
- Implement and maintain current clause matrices for the various contract types utilized within the Procurement organization.
- Implement and maintain a training program for the various levels of buying functions.
- Conduct periodic management assessments and identify compliance issues, concerns and deficiencies with recommended corrective actions and plans.
- The position will work closely with key supervisors and managers to identify risks and trends to ascertain patterns that may require a change in the policies and procedures within the Procurement organization.
Qualifications
- Due to the nature of our work, US Citizenship is required for all positions.
- Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- Preferred education and experience: Master’s degree preferred.
- Government procurement and subcontracting experience required, DOE/NNSA experience preferred.
- Eight (8) years of leadership experience in a Supply Chain Management environment.
- Extensive supply chain operations management experience with a best-in-class organization.
- Full experience in operations and Supply Chain Management.
- Previous DOE M&O compliance experience.
- Ability to introduce significant metrics to assign ownership and accountability, and to allow immediate identification of process issues and correction.
- Ability to perform under pressure in a dynamic environment with a high degree of initiative and motivation with ability to manage multiple tasks and changing priorities, mediate conflict, and apply leadership concepts and techniques.
- Strong interpersonal and communication skills and collaborative mindset with the ability to influence and lead others as well as organization and prioritization skills with the ability to manage multiple deliverables effectively.
- Deep understanding and experience in Forecast and Planning process. Understanding of lean, integrated supply chain principles.
- Quick response and proactive mindset to drive results.
- Ability to lead/drive change, and influence/mentor others.
- A savvy and politically astute leader with the ability to set clear priorities, delegate, and guide investment in people and systems; keen analytic, organization and problem-solving skills which support and enable sound decision making.
- Demonstrated skill to plan, organize, lead and monitor a wide variety of team efforts to their successful completion.
- Must have excellent oral and written communications skills to interface both internally and externally at all levels of staff and management including DOE/NNSA customers effectively.
- Demonstrated skill to establish and maintain strong and effective customer relationships and anticipate change and adjust promptly and effectively.
- Demonstrated skill and experience in computerized procurement systems and demonstrated proficiency with MS Office (Word, Excel, PowerPoint, and Access) software package.
- Primary work location will be at the Losee Road facility in North Las Vegas, Nevada (candidates must be willing to relocate if not local, relocation package available).
- Flexible work schedule can be negotiated with the manager; employees can work 4/10, 5/8, 9/80.
- Pre-placement physical examination, which includes a drug screen, is required.
