Manager, Critical Facilities Pre-Construction

Key Responsibilities

  • Lead preconstruction planning, scope development, estimating, budgeting, scheduling, permitting, procurement, and project initiation.
  • Develop and maintain estimating standards, tools, processes, and quality expectations.
  • Partner with engineering, construction, project executives, and internal stakeholders to ensure projects are complete, constructable, and aligned with budget and schedule.
  • Prepare budgets, scope narratives, quantity take-offs, and accurate project estimates.
  • Lead bid administration, subcontractor and vendor selection, proposal evaluation, and procurement activities.
  • Manage equipment and material tracking, lead times, delivery status, and site coordination.
  • Build and maintain strong relationships with clients, subcontractors, suppliers, and internal stakeholders.
  • Lead constructability reviews and identify cost, schedule, safety, procurement, and execution risks.
  • Manage permitting activities and ensure compliance with applicable requirements.
  • Own the Preconstruction-to-Construction turnover process, ensuring technical, commercial, procurement, schedule, budget, and customer requirements are clearly documented and transferred.
  • Develop and lead the Critical Facilities Pre-Construction team, including coaching, mentoring, performance management, and talent development.
  • Establish consistent processes and best practices that support department growth and operational excellence.
  • Partner with Project Management during early execution to provide continuity and support successful project launches.

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Architecture, Business, or related field.
  • 10+ years of construction experience, including estimating, preconstruction, and/or project management.
  • Experience in preconstruction, estimating, or as a Project Manager/Project Engineer on similar project types.
  • Strong understanding of construction means and methods, building systems, and critical infrastructure projects.
  • Proficiency with estimating tools and software.
  • Familiarity with scheduling software such as Primavera P6 or MS Project preferred.
  • Experience with project management platforms and strong Microsoft Office skills, particularly Excel.
  • Strong analytical, organizational, negotiation, and problem-solving skills.
  • Excellent written, verbal, and presentation skills.
  • Proven ability to lead teams, develop talent, coordinate multiple stakeholders, and manage multiple projects.
  • Strong decision-making skills and ability to manage competing priorities.
  • High level of integrity, professionalism, accountability, and customer focus.
  • Able to travel 25-30% of the time (nationwide, within the continental US).
