About the Role
ICF is seeking an experienced Contracts Manager to lead a team of contract administrators in a growing and dynamic group with a broad client base in state, local, and commercial contracts, with occasional federal contracts. This position is 100% remote in the 48 contiguous United States, with a requirement to work primarily East Coast business hours. Candidates in the Reston, VA area will follow a hybrid schedule at our corporate headquarters. Infrequent travel to other ICF offices or customer locations may be required.
Responsibilities
- Independently handle multiple proposals, negotiations, contract awards, and administration of resultant contracts in a fast-paced environment.
- Establish effective working relationships with senior account leaders and program team members.
- Translate strategic and operational goals into effective contracting practices.
- Independently develop business/price volumes to address requirements and mitigate risk consistent with sound business practices, company policies, and government regulations.
- Proactively assess critical contract obligations and provisions, including gaps and risks.
- Advise on contract revisions to better meet client and ICF needs.
- Notify management and program teams of potential non-compliance or problems that could adversely impact the company, advising on contractual rights, obligations, and interpreting terms, conditions, and government regulations.
- Coordinate various types of agreements and legal documents with corporate functions such as accounting, legal, and tax.
- Manage and review work products in an ever-changing environment, supporting activities in diverse markets.
- Maintain a personal portfolio of active projects.
- Delegate workload among team members to ensure efficient support to proposal and program teams.
- Lead business volume reviews to ensure compliance with solicitation requirements and corporate policies.
- Provide leadership and oversight to develop negotiation, cost/price proposal, and contract administration skills within the team.
- Ensure proactive maintenance of contracts documentation consistent with ICF practices.
- Independently manage multiple priorities effectively.
Requirements
- 5+ years of experience in contracts administration.
- 3+ years of management/supervisory experience.
- 5+ years of experience with state and local regulatory frameworks and client procurement requirements.
- 3+ years leading and writing business/price volume proposals.
Preferred Qualifications
- Bachelor’s degree.
- Experience supporting MSAs, IDIQs, GWACs, or BPAs.
- Experience working with a wide range of clients (commercial, U.S. government agencies, and state/local).
- Working knowledge of the Federal Acquisition Regulation (FAR) and other federal regulations.
- CFCM and/or CPCM certification.
Skills
- Excellent oral and written communication.
- Strong attention to detail and ability to multi-task in a dynamic environment.
- Extensive experience with computer programs (e.g., Word, Excel, PowerPoint).
- Ability to build solid business relationships with internal and external customers.
- Proactive attitude in providing guidance and advice to project and contracts teams.
- Strong analytical and problem-solving skills.
Pay
The pay range for this position based on full-time employment is $98,614.00 - $167,644.00.
