Manager, Budget & Finance (Facility CFO) (DOH/NMVH #15475)

Purpose of the Position

The Facility Chief Financial Officer ensures the Business office and procurement are self-supporting for the New Mexico State Veteran's Home. Key responsibilities include managing budgets, expenditures, revenue, accounting, audits, and procurement.

How it gets done

• Manage required meetings and ensure all areas exceed expectations for the NMSVH.
• Ensure accuracy, completeness, and timeliness of all General Accounting transactions and functions.
• Ensure accuracy, completeness, and timeliness of all Veteran Administration (VA), Medicaid, and Medicare billing.
• Ensure timely completion of Financial Accounting functions including accounts receivable, deposits, capital assets, inventory, audit preparation, audit findings resolution, journal entries, and payroll.
• Accurately report Federal and State financial information.
• Develop and implement financial systems and practices to ensure adherence to policy and procedures, accounting standards, HIPAA, Federal confidentiality, and State law.
• Prepare financial information/reports, work with internal reviewers and external auditors, ensure accuracy of Medicare/Medicaid annual cost report and timely submission, oversee external/internal financial or inventory audits/reviews.
• Oversee budget preparation, close monitoring of income and expenses, accurate billing, successful collections, creation and monitoring of monthly, mid-year, and year-end budget reviews, and recommend budgetary adjustments as needed.

Minimum Qualification

• Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing.
• Three (3) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; one (1) year of managerial or supervisory experience.
• Any combination of education from an accredited college or university in a related field and/or direct experience totaling seven (7) years may substitute for the required education and experience.

Employment Requirements

• Criminal background check pursuant to New Mexico Caregivers Criminal Screening Act.
• Valid New Mexico driver's license.
• Defensive Driving Course Certificate.
• Health Insurance Portability and Accountability Act (HIPAA) training.
• Confidentiality agreement.
• Ability to read, write, speak, and comprehend English.

Working Conditions

• Office setting within a long-term facility.
• Exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
• Frequent communication and interaction with residents, staff, and the public.
• Walking throughout the facility.
• Periods of walking, standing, bending, pushing, pulling, lifting, and stretching for various activities.
• Functioning under pressure and stressful situations.
• Exposure to contagious viruses and diseases.
• Routine exposure to public, fellow employees, and facility resident illness, stressful situations, and bodily fluids.
• Exposure to physical and/or verbal abuse.
