Management Assistant II - Data and Analytics Office of Homeless Solutions
About the role
The City of Phoenix Office of Homeless Solutions (OHS) is seeking a creative, data-driven, solutions-oriented professional to support the Office with performance management, analysis, data visualization, and evaluation. The OHS Management Assistant II (MAII) is responsible for conducting independent research studies and making recommendations on complex administrative projects. This includes analyzing homelessness program data to create outcome-focused solutions and improve performance.
Responsibilities
- Data model development to assess the impact of programs and services.
- Research of national, regional, and local trends using evidence-based practices and data driven outcome measures as they apply to homelessness.
- Work in multiple databases including Homeless Management Information System (HMIS), HUD's Integrated Disbursement Information System (IDIS) and HUD Sage HMIS reporting repository.
- Develop and maintain data dictionaries, metric definitions, and documentation for both internal teams and public transparency.
- Develop dashboards, reports and data visualizations for internal and external stakeholders and to support decision-making.
- Use data analysis tools (e.g., Excel, SQL) and data visualization software (e.g., Tableau, Power BI).
- Prepare reports for diverse audiences including program managers and policy makers.
- Attention to detail to ensure accuracy in data entry, reporting, and compliance with regulations.
- Develop and monitor Key Performance Indicators related to the City of Phoenix Strategic Plan to Address Homelessness.
- Manage projects with external partners, coordinate multi-agency data workflows, timelines, and deliverables.
Salary
SALARY
Pay Range: $71,240.00 - $116,022.40 annually.
Hiring Range: $71,240.00 - $105,248.00 annually.

Qualifications
- Three years of professional-level experience in research, finance or public administration.
- Master's degree in business or public administration, or a related field.
- Experience working with homeless services organizations directly or indirectly.
- Experience working with geospatial analysis or mapping tools (e.g., ArcGIS, QGIS) to support visualizations related to homelessness, trends, and resource distribution.
- Experience with Homeless Management Information System (HMIS) administration or comparable database.
- Experience creating public-friendly narrative summaries of data findings, translate complex homelessness metrics into accessible, actionable insights for community members, media, and policymakers.
- Experience designing and implementing data quality assurance processes such as validation rules, error checking, data audits, and standardized data-entry protocols across multiple service providers.
