Major Regulations Analyst

About the role
This position is located in the Regulations & Public Records Unit within the Office of Legal Affairs. The Office of Legal Affairs provides legal guidance, representation, and services designed to support the organization with decision-making and mitigation of legal risk. The Regulations & Public Records Unit coordinates all rulemaking activities across the organization, and provides legal, administrative, and logistical services to support regulations from inception to adoption.
The team within the Regulations & Public Records Unit are a dedicated group of hard-working professionals who value collaboration and creative solutions to complex issues.
Under general direction of the Supervisor I over the Regulations & Public Records Unit, Assistant Chief Counsel and the Chief Counsel, the Analyst III functions as a specialist in the areas of regulatory analysis and development. The Analyst III is responsible for developing and coordinating sensitive and complex staff work relating to legislation, rulemaking, and policy for dissemination to CalRecycle executive management, CalRecycle administrative offices, external state agencies, the Legislature, the Governor’s Office, and the public.
This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1st, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.
Responsibilities
- Develop and coordinate sensitive and complex staff work relating to legislation, rulemaking, and policy.
- Disseminate information to CalRecycle executive management, administrative offices, external state agencies, the Legislature, the Governor’s Office, and the public.
- Perform regulatory analysis and development as a specialist in the Regulations & Public Records Unit.

Qualifications
Applicants must meet the Minimum Qualifications stated in the Classification Specification(s).
Pay
$6,623.00 - $8,290.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
Schedule
Permanent, Full Time. Hybrid telework schedule may be available for eligible applicants residing in California.
