About the role

The VHA provides affordable housing and housing assistance for more than 12,000 residents of Clark County, Washington. In addition to affordable housing, the VHA’s community development activities also shape the lives of the people and neighborhoods we serve. The Maintenance Manager oversees the efficient operation, maintenance, and safety of the Vancouver Housing Authority’s facilities and assets.

Responsibilities

  • Direct, train, and evaluate Lead Mechanics and trades staff; coordinate OSHA/WISHA safety training and manage on-call emergency dispatch schedules.
  • Develop and execute maintenance policies, workflows, and preventative maintenance programs to keep building systems operating at peak efficiency.
  • Evaluate, prioritize, and assign property work orders; draft contractual scopes of work, and manage external vendor relationships.
  • Maintain full compliance with VHA, OSHA, WISHA, and DOSH safety rules, ensuring all building codes and standards are strictly followed.
  • Conduct routine self-inspections of work areas and properties to identify, eliminate, and report potentially hazardous conditions.
  • Promptly document workplace injuries, coordinate employee medical verification, and submit mandatory incident files to HR and the Risk Manager.
  • Build positive relationships with residents, address inquiries, resolve concerns, and enforce building codes and HUD regulations.
  • Use management software to monitor service requests, track work completion, adjust workflows, and compile operational cost reports.
  • Participate in professional development, assist with capital improvement planning, and report operational hurdles to the Director.

Requirements

  • Knowledge of practices, methods, licensure and certification requirements for abatement of hazardous materials.
  • Knowledge of NSPIRE, WSHFC, HQS, fire, building, elevator, and boiler inspection requirements, applicable building codes, and energy conservation.
  • Strong customer service skills with the ability to respond to requests in a timely and courteous manner.
  • Effective leadership and team management skills.
  • Ability to prepare clear and concise maintenance reports, records, and files.
  • Ability to efficiently handle multiple assignments and priorities.
  • Proven ability to build and maintain relationships with those contacted in the course of work.
  • Proficiency in using office productivity tools such as Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams).
  • Exemplify traits that reflect VHA’s mission and organizational values, including collaboration, integrity, and openness to change.
  • Working knowledge of Affordable Housing laws, rules, and regulations.
  • Working knowledge of the principles and methods used in various building construction craft areas, including plumbing, electrical, heating and ventilation, building construction and remodeling; laws, ordinances and codes regulating building construction; appropriate safety and fire prevention methods in construction.
  • 7 years of increasingly responsible experience in a public or private organization working in a maintenance and/or construction activity related to residential and multifamily housing. 3 years of management and supervisory responsibility preferred.
  • A related degree may substitute for work experience requirement.
  • Experience with state and local building codes and ordinances, inspection techniques, and contract monitoring preferred.

Qualifications

  • Must have a valid driver’s license and meet VHA auto insurance requirements.

Benefits

  • In compliance with the Equal Pay & Opportunities Act, the full salary range for this position is $90,949 - $131,876 per year DOE.
  • Full-time, exempt position working in-person/in-office.
  • Eligibility for enrollment in our medical, dental, vision, life, and disability insurance.
  • The benefits package also includes 5.58% paid into WA PERS by the employer, 12 company-paid holidays, and generous paid vacation time, as well as separate sick time accrual.
