About the role
Under the supervision of the Health Program Audit Manager I, the incumbent performs desk audits and analytical reviews of Long-term Care (LTC) Facility Disclosure Reports for completeness, accuracy, and compliance with generally accepted accounting principles (GAAP) and HCAI’s uniform accounting and reporting system requirements. This includes ensuring annual consolidated financial reports and attachments are complete, including all components required by regulation.
Audit and analytical review of less difficult LTC Facility Disclosure Reports and statements are conducted using HCAI’s System for Integrated Electronic Reporting and Auditing (SIERA), a web-based desk auditing application. Corrections and edits are made within SIERA, including completing optional data fields.
Effective July 1, 2025, specific bargaining units and associated excluded state employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. Responsibilities

- Ensure annual consolidated financial reports and attachments are complete, including all required components by regulation.
- Use HCAI’s System for Integrated Electronic Reporting and Auditing (SIERA) to make corrections, perform report edits, and complete optional data fields.
Requirements
- Current version of the State Examination/Employment Application (STD Form 678) or the Electronic State Employment Application through your CalCareer Account.
- Resume detailing all experience and education relating to the minimum qualifications.
- Statement of Qualifications (SOQ) explaining how you would handle encountering an unfamiliar accounting concept or term (Arial 12 pt font, no more than two pages).
Pay
$4,256.00 - $5,600.00 per month. New to state candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
Schedule
Permanent, full-time position with hybrid telework options.
