Logistics Systems Analyst

About the Role

Serves as the Energy Policy Program Manager, providing primary oversight for the development, interpretation, and implementation of Department of Defense (DoD), DLA, and DLA Energy supply chain doctrine, policies, and procedures.

Responsibilities

• Manages the lifecycle of departmental policies governing a wide range of energy commodities, including petroleum, natural gas, coal, electricity, chemicals, and cryogenic fluids, ensuring all associated audit-related materials are maintained.
• Acts as the DLA Energy central point of contact for all energy supply chain guidance, overseeing the coordination and appropriate implementation of instructions from OSD, JCS, and other regulating sources across the Component Services and Combatant Commands.
• Reviews and analyzes proposed changes to doctrine and policy, conducts studies on complex problem areas, researches applicable U.S. statutes, and develops alternative policy recommendations for DLA Energy senior management.
• Develops, revises, and publishes DLA supply chain guidance, ensuring all organizational instructions and operating procedures are current, clear, and concise in accordance with the DLA Plain Language Program.
• Ensures DLA Energy policies and procedures are well-documented, regularly maintained, and compliant with applicable laws and audit readiness standards, providing clear guidance to the workforce on evidential matter requirements.
• Serves as a DLA Energy negotiator to resolve disputes and conflicts that arise during the coordination and implementation of energy supply chain policy with stakeholders such as DoD, Federal Trading Partners, and DLA Major Subordinate Commands.

Requirements

• Must be a U.S. citizen.
• Appointment is subject to the completion of a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
• Non-Critical Sensitive with Secret Access security requirements.
• Fair Labor Standards Act (FLSA): Exempt.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• Selectees are required to have a REAL ID or other acceptable identification documents to access certain federal facilities.
• Drug-Free Workplace: All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test.

Qualifications

To qualify for a Logistics Systems Analyst, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector.

Creditable specialized experience includes:

• Experience providing expert analysis and interpretation of higher-level Department of Defense (DoD) energy supply chain doctrine, policies, and instructions to develop and recommend new or revised organizational policies and procedures.
• Experience managing and overseeing the implementation of supply chain policies for energy commodities (such as petroleum, natural gas, or electricity) and ensuring compliance with regulations like the Federal Acquisition Regulation (FAR) or Defense Federal Acquisition Regulation (DFAR).
• Experience independently researching complex regulatory and statutory guidance to resolve policy-related problems, developing alternative solutions, and presenting recommendations to senior leadership or management.
• Experience serving as a primary point of contact to coordinate policy changes and resolve conflicts among multiple stakeholders, such as different military services, federal agencies, or major subordinate commands.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
