Licensed EHS Safety Programs Manager

Environmental Health, Safety & Risk Management supports the University of California, Riverside by promoting a safe, healthy, and compliant campus environment through prevention, education, consultation, inspection, investigation, and continuous improvement. The department partners with campus units to identify hazards, implement controls, ensure compliance with applicable requirements, and strengthen a culture of safety.

The EHS Safety Programs Manager serves as a campus leader within Environmental Health, Safety & Risk Management (EHSRM) and reports to the Director of Occupational Safety, Industrial Hygiene, and Environmental Programs. The position supervises assigned safety specialists and is responsible for leading, implementing, evaluating, and continuously improving occupational safety programs across the UCR campus community. This role is accountable for campus-wide program performance, including measurable outcomes, compliance results, and effective program execution.

Responsibilities

• Provides technical leadership, functional guidance, and supervises technical and professional personnel, including selection, performance management, and corrective action.
• Provides direct supervision, work direction, coaching, and performance management for assigned safety specialists.
• Collaborates with campus supervisors and acts as a technical and subject matter expert in accident investigations.
• Conducts accident investigations when severity potential for a recordable incident exists or when supervisor investigations are inadequate.
• Develops and ensures workplace hazard analysis documentation is established to support safe campus operations.
• Performs and oversees comprehensive job safety hazard analyses for various tasks in a research university environment.
• Leads the development, implementation, evaluation, and continuous improvement of occupational safety programs for the campus community.
• Manages the UCR Injury and Illness Prevention Program under the direction of the immediate supervisor and Division Assistant Vice Chancellor.
• Establishes and monitors metrics, KPIs, goals, and targets aligned with program objectives.
• Develops and delivers safety training, conducts inspections and audits, and prepares clear technical documentation and reports.
• Ensures compliance with OSHA, Cal/OSHA regulations, campus environmental health and safety requirements, and UC policies.

Requirements

• Bachelor’s degree in Occupational Safety and Health Management, Safety Engineering, Industrial Hygiene, or a related field. A Master’s degree in these or a related field is preferred.
• 6–10 years of related experience, with 3–5 years of supervisory/managerial experience with direct reports.
• Comprehensive knowledge of EH&S technical requirements, regulations, and compliance standards.
• Demonstrated ability to assess complex safety issues, resolve problems, and respond to emergencies.
• Strong written, verbal, and interpersonal communication skills for diverse populations.
• Proven leadership in developing and implementing safety programs (e.g., lockout/tagout, electrical safety, confined space, ergonomics, fall protection, industrial hygiene, injury investigation, chemical hazard communication, and OSHA/Cal/OSHA compliance).
• Experience establishing performance metrics, evaluating program effectiveness, and using data for continuous improvement.
• Skill in organizing, prioritizing, and completing multiple projects within deadlines and resources.

Qualifications

• Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) preferred.
• Thorough knowledge of occupational safety principles, hazard recognition, and control methods in a complex institutional setting.
• Ability to integrate highly regulated subject areas and manage staff across different programs.
• Familiarity with organizational culture and supervisory best practices.

Pay

The full salary range for this position is $93,200 – $174,200 annually. The expected pay scale is $93,200 – $129,108 annually, based on education, licensure, certifications, experience, and other business needs.

Schedule

Full-time (100%), Monday–Friday, 8:00 AM – 5:00 PM.
