About the role
The Oracle License Migration Specialist supports the Department of War (DoW) Enterprise Software Initiative (ESI) contract. This role involves assessing, planning, and executing Oracle license migrations, metric expansions, support reinstatements, and Unlimited License Agreement (ULA) transitions.
Responsibilities
- Review existing Oracle license estates and identify opportunities to migrate customers to ESI licensing benefits and improved licensing metrics.
- Conduct detailed license assessments including: End user definitions, License metrics, Program restrictions, Virtualization and cloud rights, CSP cloud deployments, License assignments and ownership structures.
- Develop migration strategies that preserve customer investments while expanding licensing flexibility and contract benefits.
- Evaluate Named User Plus (NUP) to Processor conversions and other licensing metric transformations.
- Analyze product model upgrades, edition changes, and license upgrades to move customers to less restrictive licensing structures.
- Ensure license set integrity by validating that dependent programs and related technologies are migrated appropriately.
- Partner with Government Contract Compliance and Legal teams to ensure all migrations comply with ESI contractual requirements.
- Develop customer-facing recommendations and migration roadmaps.
- Maintain documentation supporting migration decisions, entitlement reviews, and licensing analyses.
- Participate in customer meetings and provide licensing expertise during contract renewal and expansion discussions.
Requirements
- 5+ years of Oracle licensing, asset management, contract management, software compliance, or related experience.
- Strong understanding of Oracle licensing models including: Processor Licensing, Named User Plus (NUP), Cloud licensing rights, Support policies, Product editions and options.
- Experience supporting license migrations, support reinstatements, or licensing optimization initiatives.
- Knowledge of Oracle Unlimited License Agreements (ULAs) and certification processes.
- Ability to interpret contractual licensing terms and technical support policies.
- Strong analytical and problem-solving skills.
- Excellent communication and customer-facing presentation skills.
Preferred Qualifications
- Experience supporting U.S. Federal Government customers.
- Knowledge of Department of Defense acquisition environments.
- Experience with Enterprise License Agreements, ULAs, and large-scale software asset management programs.
- Familiarity with Oracle ESI, GSA, JWCC, or Federal contract vehicles.
